Laurel Urban Renewal Agency (LURA)
September 15, 2014, Laurel Public Library Meeting Room
Meeting called to order by Vice Chair Dean Rankin. Roll Call/Attendance: Quorum of
voting members present: Shirley McDermott, Linda Frickel, Dean Rankin Absent: Dan
Klein, Judy Goldsby. Advisory board members: Janice Lehman, Mardie Spalinger, Steve
Arveschoug (BSED). Macia Hafner (Chamber of Commerce), Steve Zeier (Zeier
Consulting), Lauren Waterton (Sanderson Stewart), Rick Herr, Katie Walsh
Sept. 2nd minutes were not distributed early. Review and approval will be delayed until
the next meeting.
Reports: Shirley Ewan, City Clerk/Treasurer — no report
Steve Zeier updated the group on district activities and projects. He discussed the
business activities around Wal -Mart and the new owners of Fitchner Chev. The Design
project is on the Oct. 2n Planning Board agenda.
Dean Rankin reported on the Washington project. Once the Sanderson Stewart study is
completed (November, 2014), we need to concentrate on the Washington project. A
majority of property owners are committed to some form of a SID. We need to secure a
bond project and move ahead in a timely manner.
Lauren Waterton reported a very small turnout for the Sept. 11 meeting and would like
to schedule more meetings to include the public before the document is in place. Once
the documentation is in place (Sanderson Stewart study, traffic study, and Washington
project) we will need a "road map" and if possible avoid complaints and controversy after
the plan is completed. Marcia Hafner, Dean Rankin and Janice Lehman volunteered to
set up meetings to include the memberships from Chamber, Rotary, and SE 4 groups.
Linda Frinkel made a motion, seconded by Shirley McDermott, passed unanimously to
give Mardie Spalinger the authority to meet with the local newspaper for advertisements.
Meetings are to be held in the morning and light breakfasts will be offered.
Steve Arveschoug reported on "Application for TIF Assistance ". The draft is into City
Hall and an update will be presented at the next meeting.
Linda Frickel made a motion to delay the once a month winter meetings for one month
and schedule an October 6 11 a.m. lunch meeting at the Laurel Public Library.
Seconded by Shirley McDermott and passed unanimously.
