COUNCIL CHAMBERS MEMBERS PRESENT: Bill Mountsier Richard Herr Mary Carter Dan Koch Emelie Eaton OTHERS PRESENT: Kelly Strecker Kurt Markegard Monica Plecker Public Input: None Recycling: Emelie handed out a binder of information on glass recycling. She spoke with other communities that recycle glass and briefly explained it. She mentioned that if glass is recycled then the city could reuse it for the water line projects. It was discussed that glass would need to be covered in order to store it before it is recycled. A building would need to be built in order to do this. Kurt mentioned a couple of sites that may be possible. There is land where the former county gravel pit used to be that may be for sale. He stated that a building could not be put up at the container site because of the airport and the regulation that they have. He said that the railroad charges the city $4000.00 per year to store the millings and sand at the city shop. Kurt briefly discussed plastic recycling, and that it is more economical than recycling glass. He stated that there are a couple of recycling business outside of town that would take the plastic for free. Chip Seal & Crack Seal Project: Kurt said that this project is out for bid right now and closes on September 11 Typically, crack sealing is done in the fall and the chip seal project will continue in the spring. He said that they are going to start on the south side of town. There is a total of $225,000 in the budget to use toward this project. West Railroad St: Monica Plecker spoke about the Long Range Transportation Plan, which was adopted by the city in April 2014. She stated that grants are available through the Urban Highway Construction Program. These grant monies can only be used in urban areas. Some of the areas included in the project are: West Railroad St., Maryland, East Railroad, 1 Ave, 8 Ave, and 12 Ave. West Railroad Street was the one that was focused on. She stated that in order to meet urban standards, it would have to be a complete street, which would include sidewalks and curb and gutter. Dan made a motion to recommend to the council to focus on West Railroad St. for the next Urban Highway Construction Program. Richard seconded the motion. Motion carried 5 -0. Current Events Public Works Summary: Kurt handed out a Public Works Bulletin, which included all current projects that will be happening in the city. He will submit this bulletin to the Laurel Outlook each week to keep all residents posted on what is going on. Other: The next meeting will be held October 20 in the council chambers.
