Members Present: Doug Poehls Clete Knaub Richard Dawes Tom Nelson Bill Montsier Others Present: Rick Musson Jean Kerr Police Procedures Tom commented he reviewed the disk of police procedures and said information was well covered and was very complete. Doug stated he will give the committee another month for all members to finish reviewing. Rick Musson said the police procedures have been a work in progress for the last year and he would encourage to have them presented to the council next month. Animal Ordinance Doug handed out the currant proposed Animal Ordinance to the committee. He has given it to Sam Painter, City Attorney, to review. Safety Mill Levy Update Doug asked if each committee member who had committed to working with a department head to learn about the importance of their department needs have done so. Clete said he and Rick are very close to concluding their discussion. Richard had met with Jan. He asked why the ambulance didn't get assistance from the outside areas like the fire department does. He was told the ambulance answers all calls when they are in close proximity and bills for all calls. They standby for school activities and get paid for that. It was explained that the fire department has had contracts with other fire districts outside the city limits for many years. Pat Kimmet and Fire Chief Peters were absent to comment on if they have met. Other Items Doug stated that Heidi Jensen asked for the committee to give direction in a written recommendation, if it is their blessing to remove the fire siren. It is the city's concern to get the siren down before winter to make sure the roof is fixed to prevent leaks during the future months of snow fall. It was discussed that the siren will be stored at the city shop. Clete mentioned that this is going to cause some heat and friction. Doug said he knew removal of the siren was contentious. It has been a long tradition of the siren blowing at 9 p.m., being used by the Laurel residents as an official curfew for their children. A secondary quick response has been discussed for the fire department. Chief Musson said his department will be upgrading their dispatch system which would include a text messaging system to serve as a secondary quick alert and would cost an annual fee of $5,000 to the fire department.
