HomeMy WebLinkAboutLaurel Urban Renewal Agency Minutes 08.18.2014 MINUTES Laurel Urban Renewal Agency (LURA) August 18, 2014, Laurel Public Library Meeting Room Meeting called to order by Chair Judy Goldsby. Roll Call/Attendance: Quorum of voting members present: Judy Goldsby, Shirley McDermott, Linda Frickel, Daniel Klein, Dean Rankin. Advisory members present: Janice Lehman. Steve Zeier (Zeier Consulting), Heidi Jensen, Monica Plecker, Shirley Ewan (City of Billings), Lauren Waterton (Sanderson Stewart), Rick Herr, Katie Walsh Approval of last meeting's minutes was delayed to the Sept. 2, 2014 meeting. No guests were introduced. Reports: Shirley Ewan: No change in the budget to report. Heidi Jensen/Monica Plecker: Some concerns over the motion made to support a request from the Laurel School District and requires further research. LURA may not be able to fund the project and will have to retract their motion for council approval. Monica reported that work on the downtown underpass maintenance project should begin in the fall. Dan Klein asked if Laurel Alive will still assist with paintings. He was told yes. Steve Zeier distributed a handout and update on the district activities and projects. He and Shirley Ewan explained the taxable value and status of mills for the City of Laurel. There should be very little change to the bottom line but we may see a one to two percent drop in the budget figures from last year. Lauren Waterton provided new maps of the overall project area. She gave an update on Sanderson Stewart activities and handed out a revised activity calendar. A second public meeting is to be held September 11, at 5:30 p.m. and outdoors again. Dean Rankin updated us on the Washington Street project and asked that we try to fast track this project. Heidi Jensen said it was a good project to bond. Board Discussion/Action: Monica Plecker is reviewing a facade application request to pay for the property owner's labor. Our application does not consider this expense. The request may come in at a later time. Shirley McDermott, Dean Rankin wanted to target the Washington Street project and a project such as addressing the parking problem on Main Street and have two projects move forward together. Public Opportunity to Comment: Richard Harr discussed Laurel's role in new businesses that are looking to locate in this area, specifically the news of a new refinery.
