Subject: Request for Public Comment on Reissuance of a Hazardous Waste Permit and Remedy
Selection for the CHS Laurel Refinery
The Department of Environmental Quality (DEQ) invites the public and other interested parties to comment on
several actions it is taking with regards to the CHS Laurel Refinery in Laurel, Montana. DEQ is proposing to
reissue the refinery's hazardous waste permit requiring closure and post - closure care of an inactive land
treatment unit and continued remediation of contaminated areas. DEQ is also proposing a remedy selection for
final cleanup of the facility. The proposed remedy selection is described in a Statement of Basis. And finally,
DEQ has developed draft environmental assessments of the permit reissuance and remedy selection.
The draft permit, a Fact Sheet, the Statement of Basis, and the draft environmental assessments are available on
DEQ's website: http: / /deq.mt.gov /pubcom.mcpx and http : / /deq.mt.gov /ea/WasteMgt.mcpx. They may also be
reviewed at the DEQ Waste and Underground Tank Management Bureau, Metcalf Building, 1520 E. 6 Ave.,
Helena, and the Laurel Public Library, 720 West 3r Street, Laurel, MT 59044.
The public is given 45 days to review and comment on the proposed reissuance, remedy selection, and draft
environmental assessments. The 45 -day comment period extends from July 14 to August 27, 2014. Written
comments must be submitted by close of business on August 27, 2014. If requested, a formal public meeting
may be held. Requests for a public meeting may be submitted in writing to DEQ prior to August 27, 2014.

After considering all comments, DEQ will make a final decision to issue or deny the permit reissuance and to
select the remedy. Notice of the decision will be given to the applicant and each person who submitted written
comments or requested notice of the decision.
