Roll Call/Attendance: Quorum of voting members present: Judy Goldsby, Shirley McDermott, Linda Frickel, Daniel Kline (arrived late for meeting, was present for voting), Dean Rankin. Advisory members present Janice Lehman, Mardie Spalinger. Heidi Jensen, Monica Plecker, Shirley Ewan (City of Laurel), Marcia Hafner (Chamber of Commerce), Rick Herr, Steve Zeier (Zeier Consulting), Lauren Waterton (Sanderson Stewart), Steve Solberg, Kathy Siegrist April 21, 2014 minutes were approved as submitted. There was not a quorum for May 5, 2014 meeting. Introduction of Guests Reports: Update from Lauren Waterton on the Sanderson Stewart plan. City Council approved the plan and Monica reported on the financial contributors. We will receive regular updates. Dean Rankin reported on the traffic study for SE4th/Washington. LURA will also be getting a report on the proposal for the engineering work and storm sewer for Washington. Shirley Ewan gave a financial expenditures report. LURA has a current cash balance of $428, 918. Steve Zeier passed out the latest draft of the Downtown and SE 4th Overlay District Design Standard and asked for comments. Motion was made and passed unanimously to forward the Design Standards to the Planning Board for their review. The Planning Board will review and submit the draft with any changes to the City Council for final approval. Monica advised that this is a document that can be changed at any time during the process. Steve gave an update on activities in the TIF district. Board Discussion/Action: A technical Assistance project request was submitted by Steve Solberg for South Washington Avenue, cost $1,200. Sanderson Stewart Engineering is the design firm. Motion was made and passed unanimously to approve the request.
