HomeMy WebLinkAboutInsurance Committee Minutes 05.13.2014 HEALTH INSURANCE COMMITTEE Tuesday, May 13, 2014 1:30 P.M. @ City Hall Members Present: Heidi Jensen Tom Nelson Shirley Ewan Cathy Gabrian Stan Langve Jason Shovar Monica Salo Bruce McGee (arrived late) Others Present: None The meeting was called to order by Heidi at 1:45 p.m. Public Comment: Heidi read a letter that was signed by six non -union employees expressing their satisfaction with our current plan and they feel anything less will be a detriment to city employees. They do not support anything less than a plan that offers 80/20 coverage. Committee vote on Health Insurance Plan recommendation to Council: Heidi said the best option is to change to the Blue Dimensions 80/20 - 70/30, Option 1 plan. This plan negates the 9% increase that we will receive if we stay with Big Sky Select. Budget in FY 14 -15 for an insurance broker to interpret potential plans submitted in FY2015: The committee has expressed interest in going out for bids in the future. The city used an insurance broker years ago to help understand the bids. We need to budget for this cost in the budget for FY 2014- 15. Motion by Jason to put money in the FY 2014 -15 budget for an insurance broker; motion seconded by Monica. Heidi said we may need to enlist this person's help writing a proposal. A vote was taken on the motion. Motion carried. There was discussion regarding Resolution No. R09- 61which adopts the restructure of the Health Insurance Committee. Heidi feels the Clerk/Treasurer and Benefits Coordinator positions need to be permanent positions on the committee. The requirement which requires the meeting agenda no later than three working days prior to the meeting has been a stumbling block in being able to act quickly on issues. Sam is working on a new resolution. Monica said Union #316 wants to be able to vote on a plan. Jason said he talked to his union and gave out information on two plans. In general, they were alright with it but they are concerned about the prescription drug coverage. They want both 80/20 & 70/30 options available. Jason feels like he is caught in the middle. He is here to represent the union and they want a voice in choosing a plan. Heidi said insurance is an employer benefit and this committee is here to make a recommendation to the council. Ultimately, it is the council's decision regarding what insurance we have. Shirley questioned whether Blue Dimension is a plan that will run on the calendar year instead of the fiscal year. She will call and verify how the plan year runs. Insurance Committee Minutes Page 2, May 13, 2014 There was discussion about taking a vote so this can go forward. Heidi said it is already on the council workshop agenda for May 27 and the council agenda for June 3` Jason and Monica felt they need to take it back to their union for a vote. Heidi said the union does not get to dictate the benefit and it is not supported in the resolution for them to do so. Stan informed Union #303 in an informal way and he will vote based on what he feels his union wants. Cathy said this committee needs to look at what's best for all groups, including the family which has the highest premium. Even though more people are falling into the single category, we need to make sure it is affordable for all groups. There was discussion about the process. It was stated anyone can come before the council and present their facts. It was agreed to let the union representative take it back to their group before voting on it. The committee will conduct an e-mail vote on Tuesday, May 20th, after it has been posted for 72 hours. Motion by Tom, seconded by Jason that the Health Insurance Committee votes Tuesday, May 20 by e -mail before 2:00 p.m. on whether to allow the Blue Dimensions - Option 1 plan. Motion carried. We greatly appreciate the work and research that the group has done to explore options as we believe that there are times when change is warranted, however, now is not one of those times. We want to express how satisfied we are with our current insurance package. A package that offers 80/20 coverage is very important to us and we feel offering anything Tess would be a detriment to city employees and the city employee benefits package. We understand change is necessary to comply with the requirements set forth in Affordable Care Act, but we do not support anything Tess than a plan that offers 80/20 coverage. We would not mind if you felt so inclined to share our letter with the rest of the insurance committee during the public comment portion of the agenda, in fact we welcome it.
