Attendance: Quorum of voting members present: Judy Goldsby, Shirley McDermott, Linda Frickel, Daniel Kline, Absent: Dean Rankin. Advisory members present Jan Lehman, Mardie Spalinger. Heidi Jensen (City of Laurel), Marcia Hafner (Chamber of Commerce), Rick Herr, Steve Zeier (Zeier Consulting), Dianne Lehm (BSED), and guest LuAnne Angh. March 17, 2014 minutes were approved as submitted. Introduction of Guests: LuAnne Angh Reports: Judy Goldsby: LURA received four submissions re our request for proposals (RFP), "Tax Increment Finance District Development Plan". The committee selected Sanderson Stewart, a Billings firm. Copy of the proposal is at City Hall. Heidi Jensen: Reported that work was progressing on SE4th and Washington Streets. Dean Rankin is the lead and working on a potential Washington St. SID. No decision on the SE4th striping project. Steve Zeier: Submitted written report for time spent with the TIF Development Strategy Plan, Design Standards, and Work Plan. He is moving forward with the design standards, adopting rules per zoning code, and reported on construction in progress (liquor store). Monica Hafner: Attended Governor's Conference, Montana Office of Tourism. Board Discussion/Action: Motion was made and passed unanimously to approve and forward the Sanderson Stewart RFP recommendation to the City Council for final approval. Motion was made and passed unanimously to request that Sanderson Stewart submit the estimated cost of a full traffic study for the TIF district (SE4th, Main, Railroad and Washington Streets). Heidi/Monica will take the lead. Motion was made and unanimously approved to contribute $500. to aid with the May 5th cleanup efforts. The funds are limited to cleanup in the TIF district Facade /Technical Assistance applications: Covert Cleaning requested additional funds to cover High Plains Arch. fee. They are $1,800. over LURA's $5,000. limit. Motion was made and unanimously approved to forward their request to the City Council for approval. Heidi will discuss our concerns with the Council and Randy Hafer. Public Comment: LuAnne Angh asked for assistance in keeping the downtown square park habitable. Dan stated that this is a good example of the need for a Distinct Improvement District (DIB). There being no further business, meeting was adjourned (agenda050514)
