HomeMy WebLinkAboutLaurel Urban Renewal Agency Minutes 02.18.2014 MINUTES Laurel Urban Renewal Agency (LURA) February 18, 2014 — Laurel Public Library meeting room Meeting called to order by Vice -Chair Dean Rankin. Attendance: Shirley McDermott, Linda Frickel, Daniel Klein, Mardie Spalinger, Marcia Hafner, Steve Zeier, Richard Herr, Monica Plecker, Tom Nelson (City Council), Emelie Eaton (City Council), Shirley Ewan, Ken Olsen, Ryan Auer Introductions were made. Minutes were approved with two corrections. Steve Arveschoug, not Steve Zeier was to contact Burlington Northern and Linda Frickel's name was miss - spelled. Reports: Monica introduced and passed out drafts of Steve Zeier's Downtown Design Standard Overlay District and SE 4th Street Design Standard Overlay District and maps. Steve asked that the group review the drafts and be prepared to make comments and suggestions at the March 17 meeting. The two reports should be fmalized and will then go to the Planning Board and City Council for approvals. We will probably need to schedule a public meeting. Copies of the drafts are available at City Hall. Monica announced a meeting with city staff, Judy Goldsby (LURA chair), Steve A. and a RR representative to discuss our relationship with Montana Rail Link (MRL). A report to the board will follow. City employees contacted the out of state property owners of the distressed building situated on railroad property by the grain elevators. A report should be made at a future meeting. Dean announced that there has not been a clear agreement for striping SE.4 Street. We may need a professional to design and review present and future street usage. Board Discussion/Action: Monica has one application from the Laurel Outlook. She will present it at the March 17 meeting. Public Opportunity to Comment: Emilie and Tom presented a proposal for LURA as a possible funding source for improvements to sidewalks, etc. including residential areas in the TIF district. They will attend the March 17 meeting with more concrete suggestions. Monica announced a business after hours event at the Chamber Feb. 20 Richard asked about cross walk needs, signage, lights, etc. for the downtown. Dean reported that four lights (two downtown and two on SE 4 th) are planned. There being no further business, meeting was adjourned (agenda31714)
