COUNCIL CONFERENCE ROOM MEMBERS PRESENT: Doug Poehls Chuck Dickerson Tom Nelson Emelie Eaton OTHERS PRESENT: Shirley Ewan Mayor Mace Chairman Eaton called the regular meeting of the Budget/Finance Committee to order at 5:30 p.m. There was no public in attendance. The minutes of the February 18, 2014 meeting were presented and approved via motion by Chuck, seconded by Tom, and passed unanimously. Tom made a motion to approve the claims in the amount of $454,914.99 for Council consent. Shirley explained that the claims were high due to the $237,988 paid to Williams Brothers for the rehab work at the sewer plant. Chuck seconded the motion, all in favor, motion passed. There was one purchase requisition presented to the Committee. The purchase requisition is for 2 computers for the finance office and 2 for the public works office. After April 12 these 4 computers will not be capable of using XP, as Microsoft will no longer service any problems with the XP system. These computers will replace the 4 that will no longer be viable. The total cost is $5,835. Chuck moved to approve the requisition, Tom seconded, all in favor, motion passed. The Comp /OT reports for PPE 2/16/14 were reviewed by the Committee. Chuck inquired if there was any overtime for the chase of the 2 men that stole the vehicles. Shirley stated that she didn't believe there was any overtime involved with that arrest. There were no other questions. The Payroll Register for PPE 2/16/14 totaling $167,965.62 was reviewed by the Committee. Motion was made by Chuck, seconded by Doug, to recommend council approval of the payroll register. Motion passed. Clerk/Treasurer Comments: Park Maintenance District — Shirley stated that the resolution to approve the referendum will be before the Council this evening. The Park Board has recommended $250,000 /year on the amount to request from the public. Doug inquired about last night's Park Board meeting. Chuck discussed the meeting with the Committee. He felt that the meeting went well, with a quorum present they were able to discuss the ballot issue and determine that the $250,000 would be the best option for the citizens of Laurel to consider. Chuck stated that Jennifer, from the paper, was there and he hopes she will write an article in regard to the board's choice. The Board would like the newsletter to the water users to go out in April rather than May, so the public is informed of what the City would like to see done with the referendum money, if it passes. Chuck stated that a town forum will be held at City Hall during the week of May 19 to discuss the issue with the public. Other than that, it needs to be sold to the public by the Council members. 1 Budget/Finance Committee March 4, 2014 Mayor's Comments: The Mayor handed out budget sheets & debt service sheets from the Local Government Center, which includes goal setting and budgeting. He believes these will be of help during the budgeting process and meeting the City's goals. Emelie asked what will happen to the goals that the Council set on Saturday. Mark stated that he will have Heidi write up the goals and distribute them to the Council and they will be discussed during the budgeting process. He wants the Committee to know that the goals are a road map to start looking at what needs to be done in the City. Doug stated that one of the items that need to be looked at seriously is a back -up plan for the water intake. Other: Sidewalk Update Emelie stated that LURA has not met since our last meeting, but she will follow up with LURA on March 17 at their next meeting. Doug asked the group if future sewer septic hauling service could be added to the future meetings. The Committee has no problem with adding it to the Future Meetings. For next agenda: The next regular Budget/Finance meeting will be Tuesday, March 18, at 5:30 p.m. Tom mentioned that he will not be at the next meeting.
