HomeMy WebLinkAboutCity Council Minutes 03.04.2014 MINUTES OF THE CITY COUNCIL OF LAUREL March 4, 2014 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Mark Mace at 6:30 p.m. on March 4, 2014. COUNCIL MEMBERS PRESENT: Emelie Eaton Doug Poehls Bruce McGee Richard Herr Scot Stokes Chuck Dickerson Tom Nelson Bill Mountsier COUNCIL MEMBERS ABSENT: None OTHER STAFF PRESENT: Shirley Ewan Kurt Markegard Mayor Mace led thc: Pledge of Allegiance to the American flag. Mayor Mace asked the council to observe a moment of silence. MINUTES: Motion by Council Member Stokes to approve the minutes of the regular meeting of February 18, 2014, as presented, seconded by Council Member Poehls. There was no public comment or council discussion, .A vote was taken on the motion. All eight council members present voted aye. Motion carried 80. CORRESPONDENCE: Laurel Chamber of Commerce: Minutes of January 16, 2014; Agenda for February 20, 2014. PUBLIC HEARING: • Intent to annex a portion of East Main Street (Resolution No. R14 -07) Mayor Mace opened the public hearing. Mayor Mace asked three times if there were any proponents. There were none. Mayor Mace asked tt, , , thries if there vvere any opponents. There were none. Mayor Mace asked if there was any council discussion. There was none. Mayor vIace ciosed'the public hearing. CONSENT ITEMS: • Claims for the month of February 2014 in the amount of $454,914.99. A complete listing of the claims and their amounts is on file in the Clerk- Treasurer's Office. • Approval of Payroll Register for PPE 02/16/2014 totaling $167,965.62. • Receiving the Committee Reports into the Record. -- Budget/Finance Committee minute3 of February 18, 2014 were presented. -Council Workshop minutes of February 25, 2014 were presented. Council Minutes of March 4, 2014 Motion by Council Member Eaton to approve the consent items as presented, seconded by Council Member Nelson. There was no public comment or council discussion. A vote was taken on the motion. All eight council members present voted aye. Motion carried 8 -0. CEREMONIAL CALENDAR: None. REPORTS OF BOARDS AND COMMISSIONS: None. AUDIENCE PARTICIPATION (THREE- MINUTE LIMIT): None. SCHEDULED MATTERS: • Confirmation of Appointments. • Laurel Rod & Gun Club's request to hold the annual membership party on May 17, 2014 Motion by Council Member Nelson to approve the Laurel Rod & Gun Club's request to hold the annual membership party on May 17, 2014, with shooting scheduled from noon to 5:00 p.m., in accordance with the language in the lease agreement, seconded by Council Member Dickerson. There was no public comment or council discussion. A vote was taken on the motion. All eight council members present voted aye. Motion carried 8 -0. • Resolution No. R14 -10: A resolution to annex a portion of East Main Street located between Alder Avenue and Locust Avenue, adjacent and contiguous to the City of Laurel, and currently owned by the State of Montana. Motion by Council Member McGee to approve Resolution No. R14 -10, seconded by Council Member Eaton. There was no public comment or council discussion. A vote was taken on the motion. All eight council members present voted aye. Motion carried 8-0. • Resolution No. R14 -11: Resolution of the City Council to order the placement of a proposal to create a Park Maintenance District on the June 2014 Primary Election Ballot for referendum vote. Motion by Council Member Poehls to approve Resolution No. R14 -11, seconded by Council Member Dickerson. There was no public comment. Council Member Poehls thanked the Park Board for reviewing the ballot issue last night and considering the council's concern to keep the assessment under $100 per property. A vote was taken on the motion approve Resolution No. R14 -11. All eight council members present voted aye. Motion carried 8 -0. ITEMS REMOVED FROM THE CONSENT AGENDA: None. COMMUNITY ANNOUNCEMENTS (ONE - MINUTE LIMIT): None. COUNCIL DISCUSSION: • Review of Monthly Reports: Police, Fire, Ambulance, and Code Enforcement: None. Council Member Poehls asked that disclosure of ex parte conversation be on the next workshop agenda for discussion as an agenda item. Council Member Nelson stated that the Cemetery Commission will meet on Thursday, March 20tH, at 5:30 p.m. The agenda will be sent to the secretary by the end of the week. Council Member Eaton stated four items. The first item was a request for discussion on March 11 th Council Minutes of March 4, 2014 Council Member Herr stated that a MDU representative told him that a natural gas line is being replaced from Billings to Laurel. Council Member Eaton asked for discussion on March 11 about moving the siren off of the city hall building to an appropriate place that would be in agreement with the emergency services and the city hall people. Council Member Eaton reviewed the February 25 council workshop minutes and realized she did not take the opportunity to discuss the wording in the ordinance about photographing buildings before they are to be demolished. The ordinance states that the pictures will be sent to the Planning Board in Billings. in Saturday's discussion from the Planning Department, the planning director mentioned that the department is trying to get equipment and map making materials in house rather than depending on the City of Billings and Yellowstone County. Council Member Eaton thought that it would be far more appropriate to have. not only a record of the buildings before they are demolished, but also this would be in keeping with Council Member Dickerson's request to have a photograph of all the downtown buildings. She requested discussion on the March 11 council workshop agenda. Mayor Mace and CAO Heidi Jensen will attend the Montana Executive Academy in Bozeman from March 5 through 7th UNSCHEDULED MATTERS: None. ADJOURNMENT: '— Motion by Council Member Mountsier to adjourn the council meeting, seconded by Council Member Eaton. There was no public comment or council discussion. A vote was taken on the motion. All eight council members present voted aye. Motion carried 8 -0.
