AURI:tL March 20, 2001 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Chuck Rodgers at 7:00 p.m. on March 20, 2001. COUNCIL MEMBERS PRESENT: Lauren Van Roekel Ken Olson Mark Mace Gay Easton Daniel Dart Bill Staudinger Bud Johnson COUNC1L MEMBERS ABSENT: Gary Temple Mayor Rodgers asked the council to observe a moment of silence in behalf of the family of Miranda Fenner. MINUTES: Motion by Alderman Staudinger to approve the minutes of the regular meeting of March 6, 2001; as presented, seconded by Alderman Mace. Motion carried 7-0. CORRESPONDENCE: a. Senator Conrad Burus: Letter of March 2, 2001 regarding funding for water project. b. U.S. Department of Commerce: Letter and information regarding Census 2000. c. Economic Development CDBG Program: Memo of March 5, 2001 regarding Final 2001 Application Guidelines for the Economic Development Component of the Montana Community Development Block Grant Program. d. Montana Department of Transportation: Letter of March 6, 2001 regarding CTEP sub-allocations - FFY '01. e. Laurel Chamber of Commerce Newsletter: March 2001. £ Yellowstone County Air Pollution Control Board: Minutes of January 9, 2001; Activity Report for February 2001; Agenda for March 13, 2001. CONSENT ITEMS: a. Clerk/Treasurer Financial Statements for the month of February 2001. b. Receiving the Committee Reports into the Record. --Budget/Finance Committee minutes of February 20, 2001 were presented. --City Council Committee of the Whole minutes of March 6, 2001 were presented. --Public Works Committee minutes of March 12, 2001 were presented. c. Resolutions. 1) Resolution No. R01-09: Authorizing the Mayor to sign an agreement with the Montana Department of Transportation for the Urban Highway Pilot Program improvements on Main Street. RESOLUTION NO. R01-09 AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT WITH TIlE MONTANA DEPARTMENT OF TRANSPORTATION FOR THE URBAN HIGHWAY PILOT PROGRAM IMPROVEMENTS ON MAIN STREET. Council Minutes of March 20, 2001 2) Resolution No. R01-10: A resolution of the City Council of Laurel, Montana, establishing the City of Lanrel's special improvement district policy and repealing all existing special improvement district policies. RESOLUTION NO. R01-10 A RESOLUTION OF THE CITY COUNCIL OF LAUREL, MONTANA, ESTABLISHING THE CITY OF LAUREL'S SPECIAL IMPROVEMENT DISTRICT POLICY AND REPEALING ALL EXISTING SPECIAL IMPROVEMENT DISTRICT POLICIES. 3) Resolution No. R01-11: Authorizing the Mayor to sign an amendment to the existing contract with Montana Engineering & Administration (ME&A) for lighting district development. RESOLUTION NO. ROI-I1 AUTHORIZING THE MAYOR TO SIGN AN AMENDMENT TO THE EXISTING CONTRACT WITH MONTANA ENGINEERING & ADMINISTRATION (ME&A) FOR LIGHTING DISTRICT DEVELOPMENT. The mayor asked if there was any separation of consent items. There was none. Motion by Alderman Johnson to approve the consent items as presented, seconded by Alderman Olson. Motion carried 7-0. SCHEDULED MATTERS: a. Confirmation of Appointments. None. b. Chamber of Commerce: 4* of July parade. Motion by Alderman Staudinger to grant the Chamber of Commerce permission to have a 4th of July parade, seconded by Alderman Johnson. Alderman Olson asked regarding a schedule of events. No schedule was available and no Chamber of Commerce representative was present at the meeting. A vote was taken on the motion. Motion carried 7-0. c. Change public hearing dates from April 3rd to April 17th. 1) Annexation and zone change Certificate of Survey #49. 2) Special review of wireless service communication application. 3) Interim zoning for wireless communication services. Motion by Alderman Johnson to change the public hearing date for annexation and zone change for Certificate of Survey g49 from April 3rd to April 17', to change the public hearing date for special review of wireless service communication application from April 3rd to April 17', and to change the.~public hearing date for interim zoning for wireless communication services from April 3rd to April 17"', seconded by Alderman Staudinger. Alderman Easton asked if any of the applicants would have a problem with a change of date for the public hearing. Mary Embleton stated that Cai Cumin had requested the change of date and indicated that there would be no problem with the applicants. A vote was taken on the motion to change the public hearing dates. Motion carried 7-0. UNSCHEDULED MATTERS: 2 Council Minutes of March 20, 2001 a. Grant for police car camera. Motion by Alderman Van Roekel to authorize the Mayor to sign an agreement for the grant for an in-car camera for the Police Department, seconded by Alderman Staudinger. Motion carried 7-0. b. Arbor Day Proclamation. Mayor Rodgers proclaimed Friday, April 27t~, as Arbor Day in Laurel, and encouraged citizens to participate in appropriate activities and to take advantage of the benefits of the parks and other natural areas in our community. c. Sidewalk Program informational Town Meeting. Alderman Mace mentioned the progress on the sidewalk program. The Public Works Department identified the locations for sidewalk replacement and the residents will be notified of the costs involved. A town meeting has been scheduled for Thursday, March 29th, at 7:00 p.m. in the Middle School Cafeteria and Bob Worthington, MMIA, will be present at the meeting. The appropriate residents will be notified of this town meeting. At least three councilmen had previously scheduled meetings for March 29th. The council discussed rescheduling the town meeting or the other meetings. If possible, the town meeting could be changed to Wednesday, March 28th. Larry will notify the council of the final date. Strong support from the council members was encouraged. d. Miranda Fenner memorial event. Sherry Fenner is planning an event for Sunday, April 22"a, in memory of her daughter, Miranda Fenner. This is expected to become an annual fundraising event and further information will be coming soon.
