COUNCIL MEMBERS PRESENT: Lauren Van Roekel Ken Olson Gay Easton Bill Staudinger Gary Temple Mark Mace Bud Johnson COUNCIL MEMBERS ABSENT: Daniel Dart Mayor Rodgers asked the council to observe a moment of silence in behalf of the family of Miranda Fenner. Mayor Rodgers led the Pledge of Allegiance to the American flag. MINUTES: Motion by Alderman Staudinger to approve the minutes of the regular meeting of May 15, 2001, as presented, seconded by Alderman Olson. Motion carried 7-0. CORRESPONDENCE: U.S. Department of Commerce: Letter regarding Profile of General Demographic Characteristics: Census 2000. MT Department of Commerce: Memo regarding HOME Active Grantees. Laurel Chamber of Commerce: "Business after Hours" information. MT League of Cities and Towns: Letter of May 15, 2001, regarding dues. Receiving the Committee Reports into the Record. --Budget/Finance Committee minutes of April 30, 2001 were presented. --City Council Committee of the Whole minutes of May 15, 2001 were presented. c. Resolutions. 1) Resolution No. R01-25: A resolution approving an agreement between the City of Laurel and the City of Billings, said agreement relating to solid waste disposal. RESOLUTION NO. R01-25 A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF LAUREL AND THE CITY OF BILLINGS, SAID AGREEMENT RELATING TO SOLID WASTE DISPOSAL. 2) Resolution No. R01-26: A resolution approving an agreement between the City of Laurel and Laurel Airport Authority, said agreement relating to fire protection. RESOLUTION NO. R01-26 A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF LAUREL AND LAUREL AIRPORT AUTHORITY, SAID AGREEMENT RELATING TO FIRE PROTECTION. 3) Resolution No. R01-27: A resolution approving an agreement between the City of Laurel and Yellowstone Boys and Girls Ranch, said agreement relating to fire protection. RESOLUTION NO. R01-27 A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF LAUREL AND YELLOWSTONE BOYS AND GIRLS RANCH, SAID AGREEMENT RELATING TO FIRE PROTECTION. 4) Resolution No. R01-28: Budget amendment resolution for acquisition of equipment for the Laurel Volunteer Fire Department. RESOLUTION NO. R01-28 BUDGET AMENDMENT RESOLUTION FOR ACQUISITION OF EQUIPMENT FOR THE LAUREL VOLUNTEER FIRE DEPARTMENT. 5) Resolution No. R01-29: Budget amendment resolution for accepting the Treasure State Endowment Grant for preliminary engineering work in the Wastewater Fund. RESOLUTION NO. R01-29 BUDGET AMENDMENT RESOLUTION FOR ACCEPTING THE TREASURE STATE ENDOWMENT GRANT FOR PRELIMINARY ENGINEERING WORK IN THE WASTEWATER FUND. 6) Resolution No. R01-30: A resolution authorizing the participation of the City of Laurel's investment in the Montana Short Term Investment Pool (ST1P). 0L 2 Council Minutes of June 5, 2001 RESOLUTION NO. R01-30 A RESOLUTION AUTHORIZING THE PARTICIPATION OF THE CITY OF LAUREL'S INVESTMENT IN THE MONTANA SHORT TERM INVESTMENT POOL (STIP). The mayor asked if there was any separation of consent items. There was none. Motion by Alderman lohnson to approve the consent items as presented, seconded by Alderman Staudinger. Motion carried 7-0. SCHEDULED MATTERS: a. Confirmation of Appointments. None. Duke Nieskens: Presentation on 5th Avenue water main break on Sunday, May 29m. Duke Nieskens presented overhead pictures of the 5th Avenue water line break during the Memorial Day weekend. The bilateral breaks were caused by pipe fatigue due to stress on the pipe. The hole was 16 feet wide and 25-30 feet long. After investigation, Duke determined that the break did not occur during a peak period for pumping or usage. The line is made of Canadian asbestos concrete pipe, which is considered to be an inferior quality of pipe to American standards. Four employees worked for eleven hours to repair the break. This nine-foot water main break, including labor, time, equipment and materials, cost the City of Laurel $1,875.11. The normal cost to repair the water lines is estimated to be $100 per foot. The asphalt has not yet been replaced. The council discussed the situation. Similar Canadian pipe was used for water lines on 5th Avenue from West Main to 7th Avenue. Alderman Easton estimated that the pipe was installed in 1953 or 1954. As upgrades have been completed, the different sizes of water main lines located within the area continue to cause problems. When Alderman Olson asked regarding a program needed to address the infrastructure problems, Duke stated that the proposed facilities plan would do so. The facilities plan would prioritize the necessary systems facilities improvements. Duke stated that there is no easy solution, and a step-by-step process is needed. Mayor Rodgers encouraged the council to submit questions for Duke to answer at future council meetings. UNSCHEDULED MATTERS: a. Mayor's Proclamation: Animal Overpopulation Awareness Week. Mayor R0dgers read the following proclamation: WHEREAS, the students in the Laurel Middle School are working on and researching the issue of animal overpopulation; and WHEREAS, animal overpopulation, specifically cat and dog overpopulation, is a serious issue facing Americans as a whole and the residents of the City of Laurel specifically. WHEREAS, it is in the public's best interest to bring this problem to the attention of the residents of the City of Laurel. BE IT THEREFORE RESOLVED, I, Charles Rodgers, Mayor of the City of Laurel, Montana, do hereby proclaim the week of June 17 through June 23, 2001, as Animal Overpopulation Awareness Week and encourage the residents of the City of Laurel to participate in appropriate activities and to take positive steps to curb animal overpopulation. 3 Council Minutes of June 5, 2001 IN WITNESS THEREOF, I have hereunto set my hand and caused the Seal of the City of Laurel to be affixed on this the 5th day of June, 2001. Charles G. Rodgers, Mayor b. Certificates and Awards.. Mayor Rodgers presented a certificate of recognition that was received from the U.S. Department of Commerce, U. S. Census Bureau, in appreciation of valuable contributions to the success of Census 2000. Mayor Rodgers presented a plaque and a certificate of appreciation awarded to the City of Laurel in recognition of valuable contributions to the Laurel High School Recycling Business. Mayor Rodgers presented the "Educators' Award" plaque and certificate received from the Laurel Public Schools for the City of Laurel's support of education in Montana, specifically during Aviation Technology Week. Mayor Rodgers, Larry McCann, Jan Faught, Rick Musson and Rob Harris attended the assembly at the Laurel High School on Friday, June 1~t, to receive the award. Mayor Rodgers thanked everyone for the volunteer work during Aviation Technology Week. c. Joint Laurel School District and City of Laurel meeting. The joint City of Laurel and Laurel School District meeting is scheduled for Wednesday, June 6th, at 7:30 p.m. at the Middle School. d. Trip to Hardin on June i2t~. A trip to view the recently completed lighting district in the City of Hardin has been scheduled for Tuesday, June 12th. The council will meet at City Hall at 6:00 p.m. e. Olympic Torch Committee. The Olympic Torch Committee has requested emergency services support from the City of Laurel during the time the torch is scheduled to pass through Laurel on January 28th, 2002, at approximately 2:00 p.m. Alderman Olson stated that this would be an exciting event for the city. f. Information regarding water intake to Congressional delegation. Larry McCann gave the council copies of the information recently sent to our Congressional delegation in Washington, D.C. The information details the situation at the water intake.
