Attached is one (1) copy of the Programmatic Categorical Exclusion (PCE) request for this
proposed project as-approved by the U. S. DEPARTMENT OF TRANSPORTATION'S Federal
Highway Administration (FHWA) on November 27, 2001. The PCE complies-with the
provisions of 23 CFR 771.117(a) & (41 for categorically excluding this proposed project
from further National Environmental Policy ActINEPA (42 U.S.C. 4321, et seg.) documen-
tation requirements. It also complies-with the provisions of 75-1-103 and 75-1-201,
M.C.A. (see ARM 18.2.261, MEPA "Actions that qualify for a Categorical Exclusion" as
applicable to tile MONTANA DEPARTMENT OF TRANSPORTATION/MDT).
This proposed project's portion-of Interstate highway Ns 90's Right-of-Way is both with-in
the urban limits, and adjoins the southerly corporate boundary for the City of Laurel.
Therefore, the enclosed PCE copy is being sent-to the city as a Cooperating Agency on this
proposed project under the provisions of 23 CFR 771.111(d).

This is to request approval of this proposed project as a Categorical Exclusion (CE) under the
provisions of 23 CFR 771.117(d), and the Programmatic Agreement as signed by the MONTANA
DEPARTMENT OF TRANSPORTATION (MDT) and the FHWA on April 12, 2001. Copies of its
Preliminary Field Review Report (dated March 20, 2000) and Project Location Map are
attached. This proposed action also qualifies-as a CE under ARM 18.2.261. (Sections 75-1-
103 and 75-1-201, MCA).

Preliminarv Field Review Report
The field review for the subject project was held January 31, 2000 with the following

Proposed Scope of Work
The proposed project was originally nominated as a pavement preservation project. The
original intent of this project was to mill full-width to remove the existing O.G.F.C. and
mill and fill the driving lane to remove any rutting. A seal and cover would then be
placed full-width. The proposed scope of work has changed to a preventive maintenance
project. The depth of mill and fill and possible overlay will be decided after cores have
been taken from the driving and passing lanes and evaluated by surfacing design. The
reason for this change was necessitated by the discovery that the rutting was progressing
at a more severe rate than anticipated at the time of nomination. The existing roadway
appears to have an O.G.F.C. seal on it, but the as-builts show a plant mix seal course.
This also will be determined by the cores and surfacing design.
Project Location and Limits
This is an- Interstate project located in Stillwater and Yellowstone Counties. The project
begins at the Park City Interchange on I-90 at RP 426.594 (English Station 134+99 on I
90-8(27)425) and proceeds east to RP 437.206 (English Station 164+00.0 on 190-
8(17)433). Stationing runs in an easterly direction. The as-built project numbers for the
project are 190-8(27)425, 190-8(17)433 and IR 90-8(101)427. Project limits for the
interchanges and crossroads will be the following locations. At the Park City Interchange
only the eastbound on ramp and the westbound off ramp will be included in this project.
West Laurel Interchange will end at the intersection to the north (English Station 488+94
"L" Line). South Laurel Interchange will end at the intersection with F-134 (English
Station 16+45.1 "0" & English Station 12+29.1 "Cl") and include the eastbound and
westbound ramps.
Phvsical Characteristics
The original project from RP 426.594 to RP 434.042 was built in 1967 and from RP
434.042 to RP 437.206 was built in 1964. The entire project was constructed with four

lanes 3.66 meters wide, two inside shoulders 1.22 meters wide and two outside shoulders
3.05 meters wide. This project was constructed with the following typicals:

All ramps and crossroads were constructed with 106.68 mm of plant mix surfacing. This
project was overlaid in 1989 by IR 90-8(101)427. The original width was maintained by
widening the inside shoulder with gravel and tapering the overlay on the outside
shoulder. The overlay consisted of 76 mm of plant mix surfacing and a plant mix seal
course. All of the interchange ramps and crossroads received a 45.7 mm plant mix
surfacing overlay with a plant mix seal course.
The general terrain on this project is level in a rural setting. There are twenty-one vertical
curves in both the east and westbound lanes. Three vertical curves fail to meet the
minimum stopping sight distance for a design speed of 110 kilometers per hour. These
vertical curves are located at RP 431.33, RP 433.009 and RP 434.09. Two additional
vertical curves located at RP 426.594 and RP 428.155 fail to meet the desirable stopping
sight distance at the given design speed. The maximum gradient is 3.125% and is located
at RP 434.09. This exceeds the maximum allowable gradient of 3.00% for design of an
Interstate in level terrain. All other gradients are equal to or less than the maximum
allowable gradient. Two horizontal curves fail to meet the minimum radius of 505 meters
for the given design speed. Both horizontal curves have a radius of 500 meters and are
located at RP 433.0 and RP 433.5. All other horizontal curves exceed the minimum
radius of 505 meters.
The medians were constructed 22.6 meters wide, centerline to centerline. From RP
426.07 to RP 434.04 the inside slopes are 5:1 with a 3.7 meter flat bottom ditch. From RP
434.04 to RP 437.206 the inside slope is 5:1. The outside cut and fill slopes throughout
the project are as follows:

The rehabilitation of the finish surfacing and installation of rumble strips, delineation and
striping should help reduce accidents.
Major Design Features
Design Speed - The design speed for the project is 110 kilometers per hour based upon
e etTi3 sign criteria for an Interstate in level terrain and a rural setting.
Horizontal and Vertical Alignments - The horizontal and vertical alignments will both be =
use as is.
Typical Sections - Surfacing design will make a typical recommendation once the cores
have been reviewed. It was originally proposed to mill full-width 35 mm removing the
O.G.F.C. or plant mix seal course and mill the driving lane 60 mm and fill with Grade
"S" plant mix surfacing. The project would be sealed and covered fi ll-width. All ramps
would be overlaid 50 mm with Grade "S" plant mix surfacing. Milling tapers would be
required at mainline, all cattle guards and on the crossroads.
Grading - There will be no grading required on this project other than shoulder gravel.
Villings will be used for shoulder gravel where necessary.
Geotechnical Considerations - There are no Geotechnical issues that will be addressed on
this project.
Hydraulics - There are no hydraulic issues that will be addressed on this project.
Bridges - There are twelve structures within the project limits. The structures are at the
Iollowmg locations; 2@ RP 426.59 (Park City Interchange), 2@ RP 428.16 (County
Road Underpass), 2@ RP 431.33 (County Road Underpass), 2@ RP 433.01 (W. Laurel
Interchange), 1@ RP 433.47 (County Road Overpass), 2@ RP 434.09 (S. Laurel
Interchange) and I@ RP 435.60 (County Road Overpass). The bridge rail and
connections will need to be upgraded at the West Laurel Interchange. All other structures
appear to be structurally sufficient and will be used as is.
Safety Enhancements - Rumble strips will be installed throughout this project. Darrin
re e o the FHWA requested that we evaluate the clear zone according to a design
year of 2011 and review all slopes and roadside hazards. All guardrail sections will be
surveyed, evaluated and removed and replaced where necessary according to the design
clear zone and current guardrail standards. All guardrail sections should be surveyed for
height and removed and replaced where necessary. This project exhibited good guardrail
height during the review, but will be surveyed. All guardrail on the ramps and crossroads
will be surveyed. It will then be determined if the guardrail will need to be removed and
replaced or more cost effective to mill full depth and maintain the present height.

Fencing - The fencing will be used as is.
Special Design Considerations - The cold millings will be used for shoulder gravel. All
excess co m1 mgs wr a given to Stillwater or Yellowstone County. The plans and
special pro,.isions must show an estimated quantity and location for millings. A note
should be placed in the plans explaining that the milled volume is greater than the
compacted quantity. A special provision will be written for a pro-rata price adjustment
for greater or less depth milled in 5mm increments while milling the O.G.F.C. to allow
full depth removal. The District will develop a cost estimate for addressing pedestrian
accommodations at the Park City Interchange. This work, if cost effective, will be
incorporated into the project to maintain better and safer pedestrian travel within the
interchange area.
Design Exceptions
Design exceptions will be requested as applicable to the final surfacing design.
Right of Way
There will be no additional right of way required for this project.
Utilitios/Railroads
Uti ities exist along the corridor. It is not anticipated that any utilities will be impacted.
There will be no railroad involvement.
Survey
A conventional guardrail, roadside hazard and critical slope survey will be required. See

Public Involvement
An expanded level A public involvement plan will be developed for the project. This plan
should include:
• A news release to the appropriate newspapers, radio stations and television
stations explaining the project and including a department point of contact.
• Personal contacts with local government officials and interest groups.
• Construction notification and information during construction.
The plan will be reviewed and any necessary changes made during the project
development.
Enviromental Considerations
A programmatic categoncal exclusion will be prepared for this project.
Traffic Control
Traffic will a maintained throughout the project construction locations with appropriate
signing and flagging in accordance with the Manual of Uniform Traffic Control Devices.

Cost Estimate
The cost OT-this project is $1,958,330 for the letting year 2001. This is based on S100,000
per kilometer for the 17.5 kilometers in 1999 with 2 years of inflation at 3% compounded
annually.
