RE: FFY 2001 HOME Funded Projects
The deadline for Federal Fiscal Year (FFY) 2001 HOME Investment Partnerships
Program (HOME) grant applications was October 1, 2001. Fourteen applicants
competed for $4,203,790 in FFY 2001 HUD/HOME Project funds. Eleven
proposals are tentatively awarded funding. Cost estimates of the eleven
proposed projects total $20,511,345. Below is a summary of the projects.

The City of Kalispell will construct a 40 unit senior housing apartment complex
between First Street West and Second Street West and a major neighborhood
renovation along a three block area of Second Ave West and First, Second and
Third Streets West. Project activities will include acquisition, site clearance,
demolition, new construction, and a Tree Boulevard Streetscape with a small
mini-park.
District XI Human $300,000 (Project) $347,540
Resource Council $ 21,000 (Admin.)
This project will to continue the development of the three county regional home
rehabilitation loan program. The program will offer low interest home rehab loans
to owner occupied households with incomes at or below 80% of area median
income, prioritizing health and safety related repairs. The terms and conditions
of the loans will be tailored to the financial circumstances of the borrower
including deferred payment loans. An estimated 30-40 low-income homeowners
will be assisted.

City of Missoula $400,000 (Project) $1,686,650

This project will provide homebuyer assistance to between an estimated 15 to 20
lower income households in the City of Missoula. The project is a continuation
and expansion of the HRC Homebuyer Assistance Program that began in 1999
in Revell! County. With MBOH and/or Missoula Housing Corporation 1st/2nd
mortgage financing, the program provides deferred payment mortgages to
finance the gap between increasing home purchase prices and the amount
families can afford.
Flathead-Lake CHDO $358,000 (Project) $537,000
Sinopah House provides intensive, supported living for 8 adolescent girls with
serious emotional disturbance. The project will acquire a newly constructed eight
unit SRO/group home: 8 individual bedrooms with private bath, plus one fully
-- - --accessible bedroom and-bath-in-addition to common-living dining,--kitchen-and -- - - -
recreation areas.
Missoula County $318,000 (Project) $658,000
This project includes the renovation of a large building on three city lots to create
six transitional housing units for women who are in chemical addiction treatment,
and their children. The Carole Graham Home has a congregate living/dining
area, and each individual unit has a private bath and small kitchen. There are
also several play areas for the children.

The District IX HRDC, as a Community Housing Development Organization, is
requesting $410,000 of HOME funds to assist with the acquisition, architectural
study, and capital needs assessment of the Sherwood Inn Apartments. The five
story Sherwood Inn Apartments are a Section 8 subsidized property, built in
1978, and located in downtown Livingston. Forty-nine units are available for
elderly and disabled residents.

The Pheasant Glen project will have 32 one-bedroom apartments in seven
ground floor buildings with an additional building containing a common activity
and meeting room for residences. All units will be handicapped adaptable, have
small patios and share yard space and a gazebo gathering place. Pheasant
Glen will serve small families, senior citizens, persons with mental and physical
disabilities, and those living on very low incomes.
Samaritan House $212,000 (Project) $216,240

Samaritan House, Inc. will provide rental subsidy and security deposit assistance
to income eligible persons (60% of median income or below, with 20% of the
funds provided to those at 50% of median or below) living within Flathead
County. In addition, security deposit (only) assistance will be provided to low-
income persons. A total of 50 families will be assisted.
Neighborhood $400,000 (Project) $7,000,000
Housing Services $ 28,000 (Admin.)
Neighborhood Housing Services proposes to provide down payment and closing
cost assistance to buyers at or below 80% of median income in 44 counties
being served by the RC&Ds, excluding the cities of Great Falls, Billings. All loans
will be due on sale and secured by second mortgages. Homebuyer education
will be required of all buyers.

The A.E.M. Committee proposes to build an 8 unit assisted living facility in the
unincorporated city of Savage. Sixty-three percent of the units will be targeted
for people at 50% or less median income. Activities to further the independence
and dignity of the residents will be provided.
City of Wolf Point $250,450 (Project) $505,600
$ 15,950 (Admin.)
The City of Wolf Point intends to rehabilitate 15 owner occupied units with an
emphasis on lead based paint removal and weatherization with HOME funding.
The City also intends to provide weatherization assistance, down payment
assistance and community revitalization with funding made available through the
CDBG Program.
