CEMETERY BOARD
March 27, 2000

An update on the purchase of additional land was given. Chuck stated the area was
surveyed by Jim Worthington recently. We would like to purchase the additional land to
square up the existing cemetery and then purchase the 18.099 acres north to Airport
Road. If we could purchase the .260 acre of Tract A and 2.072 acres of Tract B, we
could install roads and make the existing cemetery fully usable.
Chuck spoke to the owners once again and they are not willing to sell at this time. The
land was appraised at $1,900 per acre in 1996 and this is still in line today.
In regard to future projects, Larry reported that he is getting information on an
underground sprinkling system for the cemetery. Design costs would be approximately
$ 21,000, Installation and materials would run $125,000 for the existing cemetery and
double that price to include the land to the north, if we are able to acquire it. Larry said
this system will mn offour existing cemetery pump in the Cove Ditch but would be
designed to tie into city water when it becomes available in the area.
Larry indicated that he would budget for the design portion next year and the installation
may be phased in over several years. He would also like to finish replacing the curb and
gutter in all areas that have not been done.
Discussion regarding irrigation systems to include the hose reel type. In regard to
comments regarding the dirt and debris from ditch irrigation, Brace said he has very little
problem with dirt in the lines since a filter was put on the pump.
Discussion regarding the possibility of applying for a grant for the cemetery. Larry said
we would be contracting with MSEA Engineering for engineering and grant writing
services. This person could investigate whether there are any grants available for
cemeteries.
Cathy stated that we need to have the east side of Section A replated for cremation
graves. Larry has contacted Jim Worthington to do this.
Discussion regarding the possible increase of cemetery fees.
Motion by Lloyd Shay to increase the opening/closing fee to $ 250 for a full burial,
seconded by Larry McCann. More discussion and Lloyd withdrew his motion and Larry
withdrew his second.
The Board was in agreement that the fees need to be increased but Dick suggested that
we contact other towns to see what fees are running throughout the state in communities
of comparable size. Cathy will contact other communities and a decision can be made at
the next meeting.
Lee suggested that the City have a disclaimer form for disinterment of cremains. He said
this is a form of protection for the City. He brought a copy of one and we will have the
City Attorney look it over.
Discussion regarding the maintenance time involved in filling and seeding graves, year
after year. Various options were discussed but it was suggested that we tamp the grave
and put it in our regulations that we do this. A decision on this will be made at the next
meeting.
There was also discussion regarding burial containers for cremains. At this time, we do
not have any requirements and in light of disinterments, it was suggested that we might
want to consider this.
