CITY COUNCIL COMMITTEE OF THE WHOLE
NOVEMBER 6, 2001 6:30 P.M.

Chief Musson stated that the Police Commission would interview the applicants for the police officer
position on November 12th and 13th.
Lauren Van Roekel recently spoke with a constituent regarding the health insuranc~ ballot issue.
Ken Olson mentioned that a quorum was not present at the Emergency Services~ Committee meeting on
October 22nd. The department heads agreed that there were no important issues that needed to be
discussed and no meeting was held.
Ken recently received two agreements from the Salt Lake City Olympic Torch Committee. Copies of the
agreements were distributed to the council between the pre-council and council meetings. Ken suggested
that the agreements should be brought up during the council meeting under unscheduled matters.
Gay Easton mentioned that the flagpole was installed in the elevator early this morning.
Bud Johnson stated that he would propose an amendment to the cell tower ordin~ce during the council
meeting. Due to some environmental issues, he proposed to amend the ordinance to limit the height of
the cell towers to 199 feet. More information should be available during the public hearing on this
ordinance.
Gary Temple asked if Bozeman's cell tower ordinance had been reviewed. Maff received and reviewed
the Bozeman ordinance and stated that our ordinance is more extensive. Bozema~ is currently amending
their ordinance.
Mary Embleton presented the plaque that the City of Laurel received during the MOntana League of Cities
and Towns Convention in Great Falls in October. The City of Laurel received a plaque for having the
Most Improved Experience Modification Factor for Third Class Cities and Towns:in the General Liability
Program with an improvement of about 13 percent. The conference focused on communication with
constituents, development of the community, energy issues, and health insurance. Mary reviewed the
information that was presented regarding health insurance. Mary also mentioned GASB 34, which will
need to be implemented by the city by 2003. GASB 34 is a new format for presenting financial records so
they are more user friendly and should encompass a more complete report showing our assets and
valuation of them. The State of Montana is charged with helping local governments implement the
City Council Committee of the Whole minutes of November 6, 2001
format. Mary was elected to serve as the secretary of the Montana Municipal Clerks, Treasurers, and
Finance Officers Association. Mary thanked the city for allowing her to attend the conference.
Mayor Rodgers mentioned that Cal Cumin was recently included in an article about archeology in a
Montana magazine.
Mayor Rodgers wished the candidates luck in the election.
