There is, however, a greater role for passenger rail to play on many domestic routes. It's estimated that as many as 60 percent of the flights that congest the nation's airports are "commuter" routes, many of which could be served by high-speed rail. It also makes perfect sense to recognize amid this national crisis the longstanding crisis in passenger rail. Congress should move quickly to bolster interim emergency funding for Amtrak and to approve $12 billion in bonds for high-speed rail development. As President Eisenhower argued in calling for the construction of a national highway system, domestic transportation is an issue of national security.
