COUNCIL CHAMBERS MEMBERS PRESENT: Lauren Van Roekel Ken Olson Gay Easton Bill Staudinger Gary Temple Mark Mace Daniel Dart Bud Johnson OTHERS PRESENT: Matt Erekson Larry McCann Mary Embleton Duke Nieskens Rick Musson Jan Fanght Cai Cumin Gay Easton informed the council that the mayor was admitted to the hospital earlier in the evening. Gay expressed concern for his condition. Duke Nieskens presented information regarding the Pilot Plant Study of the Water Treatment Plant and chemical process. The purpose of the pilot study is to determine the suitability of the proposed treatment system to meet the present and future needs. The standard testing procedure includes measurement of the flow rate, turbidity, true color, iron, manganese, chemical feed rates, pH, alkalinity, headlosses, hardness, and residual chlorine. The sludge volumes and backwash water volumes produced by the clarifler flushes and filter backwashes and filter-to-waste are also measured. Pictures of the various aspects of the study, which is performed in a self-contained trailer, were shown to the council on an overhead projector. On February 22na, the study revealed a sharp increase in alkalinity and pH. Purification Technology Incorporated recommends different levels of chemical treatment of the raw water for these conditions. The anomalies were possibly caused by hydroxide discharged somewhere upstream. The state has been notified. Cai Cumin suggested setting public hearings for the three Planning Board recommendations on the agenda. Mary Embleton asked the council to complete and return the forms for renewal of the Governing magazine subscriptions. Mary reminded the council of the Elected Officials Workshop which is scheduled for May 9-11 in Billings. She will send in the registration forms for those who are able to attend the workshop.
