Minutes of the Yellowstone County Air Pollution Control meeting held
January 9, 2001 at the Yellowstone County Air Pollution Control Office.
Members Present: Mr. Wade Steinmetz, Mr. L.D. Collins, Ms. Michelle Reed, Mr. Bill
Shikany, Mr. Rich Schilf, Dr. Mark Waddington.
Others Present: Mr. Steve Duganz, Mr. Russell Boschce
Chairman L.D. Collins called the meeting to order at 7:35 P.M. Mr. Steinmetz moved to
accept the minutes of the December 12"' meeting as written. Ms. Reed seconded, and the
motion passed.
Concerning December's Industrial Compliance, Mr. Duganz said no industrial activities
were conducted.
Concerning December's Administration, Mr. Duganz said our agency's budget was in
good shape. He noted that it was mid-year budget review time, and he said several minor
adjustments would be made. Ile noted the EMPACT grant awarded to Bison Engineering
was moving along, but the FCC license will take longer to obtain than anticipated. He
noted that the advisory committee members have been contacted, and hopefully they will
meet soon.
Concerning December's Air Quality, Mr. Duganz noted one burning permit was issued in
December to that one person who couldn't wait until the first of January. He noted our
agency issued 1750 pennits this year, about the same as last year. He presented an
abbreviated Data Summary for 2000 summarizing some of the important numbers. He
noted that Senate Bill 126 has been introduced by Senator Bohlinger which would drop
the one-hour violations li'om 18 times a year to 3 times a year and would require
modeling to ensure compliance with anrbicut standards. lie noted that the Department ol'
Environmental Science is not backing this bill. Therefore, its passage is questionable at
this time.
Chairman L.D. Collins adjourned the meeting at 7:45 P.M.

Activity Report for the month of February, 2001 for submittal to the
Yellowstone County Air Pollution Control Board on March 13, 2001.
L INDUSTRIAL COMPLIANCE
A. No sources were inspected during the month of February, but as Spring
arrives, more inspections will be taking place.
II. ADMINISTRATION
A. With 67% of the fiscal year over, we have expended approximately 64%
of our budgeted funds. We have received the second quarter's
reimbursement from the State.
B. An individual near 76th Street West was sent a letter explaining that
burning without a permit is illegal.
C. Our annual Network Review has been sent to Helena. We have
recommended moving the Sacrifice Cliff sulfur dioxide monitor to Bridal
Shop on Grand Avenue and installing both sulfur dioxide and carbon
monoxide monitors on 24th Street West.
D. The State DEQ has finally sent to the EPA our redesignation request for
carbon monoxide. We had public hearings in Billings last April, and the
State had a public hearing in December. It is anticipated that the EPA will
take up to a year to make a decision.
E. HB605 would revise state and local air quality regulations and has barely
passed the House. This could affect any ordinance passed after January 1,
1996.
F. There is good news on the EMPACT project. The FCC has notified us
that the license will be approved, so equipment for transmitting data has
been ordered. The Coburn Road site should be on the Internet in a matter
of weeks.
111. AIR QUALITY
A. During the month of February, 76 open burning permits were issued.
