TCSP Oversight Committee Laurel, Montana The Laurel TCSP Oversight Committee met on Thursday, Febnn~10, 2000 at the City Council Chambers ftorn 7:00 to 9:00 p Jrt. Cai asked the committee to ~ the ~ ofthg film in mind Cai slated that a lot of good concepts on the slr~,'~scape design were develol~ed during Dan Burden's workslmp, but we need to get ideas back from people on what they feel they would like to see done in this area. Diane Walker suggested hnving a contest with a prize for the person whom comes up with the best design. Kate Stevenson said that there is a need for more press covera_g~. This work could be put out in a visual way and the words, ~Work In Progre~" could bc put on tl~ drawings. Cai said ~ha: a vision card (postcard size) could be created with the sketches of the underpass to First Street that show the concepts. Cal a~in asked how we collect feedback? Debbie stated that sh~ found while doing the Visual Pmferonce Survey slid~ show, tlmt the only way to get feedhack is to go to the differcat groups and speak to thong. Bud Johnson asked if it would be poss~hi to haw a demonstmfiun in a place like the high school parking let. Bills presented for payment were: Fischer & Associates - $727.50 (pa~t of this was for land use), Cossilt Consulgag - $1,122.29 (lhis is for both January and February), and Can~-Burgess - $3,102.80. Larry McCann reported that the City would be sending out a newsletter to everyone who receives a water bill 2'uls mailing will be sent out the second va:ek of ~ He said tbet ffthis group were plmming on having a flyer put into these aewsietlers, be would need those by the 9~. She said that there is enough in the budget for thn~ more newsletters and asked when it would strategically make S~ to send out these n~. Cai stated that there would be a roundabout conference held in Seattle on May 1'~ that is sponsored by the Federal Highway Depaxlmem and Dan Burdan is a featured speaker. TCSP Oversight Committee Laurel, Montana SUBDIVIDE AND CONQUER, A FRAq ABOUT SPRAWL AND TRANSPORTATION SYSTEMS A showing of the film. Subdivide anti Conqu~ was shown on Thursday, February 10, 2000 at the City Council Chambers at 7:00 p.m. Handouts were given to all those present with four discussion point topics. All were told before the viewing to Ry to think alXlat how the different comm,mifieS vaxe like Laurel and how the film relates to the plannin~ and what this committee is t~lg to do in Lam~l. ~ the film WaS over, Cai C~,mln asi~d how the film is relevallt to Laol~. Kate Stevenson ~ that there were a lot of good points made in the film, one of which was how people do not look at the benefits of living in the downtown area. Debbie Ricei stated that she liked the diw~ity in the different n~ighborhoods showll in tho film K~lte also pointed out that onoth~ good point of the film is renovations 1Rth~ than devclopin~ lrew balldiilgs. Cai ~ that sprawl causes wasted money and poin~d om that Billin~ is an example of this because they ere looldng at building a new school while at the same time they are looking at closing North Park School, Garfield School, ned McKinley School. Cai said thru this film was not about stopping growth, but rather doing a mixto~ of things with downtowns and ~xlivisions. R was noted that them has to be a way of putting a gr~nbclt between Laurel and Billings. This is very much needed, but it is not known how to accomplish this. Debbie asked ffthere was a waterway between the two towns like Cenyon Creek in order to ereate a bike path. It was stated that this is mainly a ditch and eam~ot be used for a bike path. Judy Goldshy stated this film reminded her of Orego~ She said that she is stardng to see what happens when subdivisions are built a long way out from downtow~ evo-ylhinoo in betw~l g~s filled in. Cai said that lint many make the ~oI1 that by doing this, it canses more oosts in the fong rea in the way of pollution, etc. Affile Cessitt asked how many are aware of the concepts used in Oregon? About 5 to 6 people raised their handn, Aide explained that the Oregon planners were aware of urban sprawl tx~uty years ago and Set up growth restrictiolls, lvYllt Wester said what Anne is speaking about is for the larger Oregon comm~mifias like Portland. The cormmufities like Beaverton did not have tho restrictions put on them and they are experiencing sprawl. /n Oregon, each comm~mi~y took a different approach to state government restrictions, laurel will need to plan tho type of inner growth that is wanted. Right now, Laurel is seeing a lot of growth and a fot of that growth will go backveards if not pla..ed right. Anne asked who else should see this film; high school seniors? ludy stated that this film would help to get l~opl¢ thinking She also sta~ed that cooperation is needed between the surrounding towns like Billings, H, mfl~ ProjecL Park City, etc. in order to get together on a uinUxl effort since there is no stopping growth. Cal stated that th~ film gets people to ~ lookillg at things in ~ Billings that have already gonewrong Hefurther saldthatLanrelneeds to take comrol ofthe land for the future. Tberearealot things that need to be accomplished like hillside zoning, revisions of zoning codes and revisions on the building code~ Arme asked if there were elements seen in the film that coald be applied to thc TCSP process in order to keep tho~ going. Cai slated that as the committee gels more into the process, Lau~l would be sharing with the other 35 corem,rallies also going through this process. Discussion was held on the cost of urban sprawl. A person cannot be told that they cannot live out in thecomm3'ares~ Cai stated that be wonld likc to do a oost-benelit study for grewth for Lanrcl. Ho explained that for every dollar of revenue, it requires money back in services. He is in the process of putting together a proposal to get funding for studies on how much sprawl costs a commenity. ~alt asked ff there is a simple way of pi aflnlnoo ~ al~SS that look at what is wanted for a community to look like in the future. He slated th~ landowners oouldn't be told what they could and cannot do. Cooperation needs to be accomplished by all concerned. Cai stated that tho~ is an orgsni~ion that is being formed now, which is a non-governmental gl~up, which is plsnnin~ on a r~giol~l basis sixty miles out f/om Billings. This group is composed of planners, realtors, cwfironmentalists, e~c. Thc~y are looking at land ffusts, open- space planning, environmem'al planning and river planning. It was stated that all ideas and feedback would be taken on this ma~ter.
