December 4, 1979
A regular-meeting of the City Council of the City of Laubel, Montana,
was held in the Council Chambers and called to order by Mayor Larry D. Herman,
at 7:00 p.m., on December 4, 1979.

INVOCATION: Invocation given by Reverend Ferguson.
MINUTES: Minutes of the regular meeting of November 20, 1979, approved as
presented.
Minutes of the special meeting of November 29, 1979, approved as presented.
CORRESPONDENCE: Received a petition from David N. Johnston, Joyce Johnston,
and George Gratwohl to remove South Fifth Avenue from the Sweeping District.
This petition was entered into the record and referred to the Street and
Alley Committee for a recommendation

Motion by Alderwoman Carter to pay the claims for November, seconded
by Alderman Brennan. Carried.
PUBLIC HEARING - ZONING ORDINANCE, CHAPTER 17.64: This being the time and
place advertised, a public hearing was held regarding the adoption of Revised
Zoning Ordinance Chapter 17.64.
There were no protests or objections received, in writing or in person.
ORDINANCE NO. 672
AN ORDINANCE AMENDING PORTIONS OF 17.64 OF THE
LAUREL MUNICIPAL CODE AND REPEALING ALL ORDINANCES
OR PARTS OF ORDINANCES IN CONFLICT HEREWITH.
Motion by Alderman Burns that Ordinance No. 672 be passed and adopted,
seconded by Alderman Brennan. Upon taking a roll call vote, all aldermen
present voted "yes."

The bids were taken under advisement and turned over to the engineers for
review and to make a recommendation~at the next council meeting.
PUBLIC HEARING - GARBAGE RATES: The Mayor informed the audience that the purpose
of the hearing tonight is not that a rate has been established or proposed, but
we are trying to gather input so that the council can try to determine the proper
route to go. There has been no official proposal by the council or the committee,
and there will not be until there has been enough input so that the council can
make a recommendation. After the recommendation has been made, a public hearing
will be held before finalization of the rates. There will be two public meetings

to try and gather input -- December 4th and 18th -- after which the committee
will meet to try and form some equitable solution to the problem.
There appears to be some inequity in the rate structure for commercial
users as it is now; and part of the problem is to try and resolve this, which
might not necessarily mean there will be an increase for everyone.
Alex Henry asked~ "Why do we need an increase? This new Rapid Rail
System was to be so much better and less expensive than any other method."
The answer given was that there has not been an increase since 1976, and
inflation is a big factor. The dozer at the landfill needs to be replaced,
and the first garbage truck purchased will soon need replacing. What needs
to be done is the rate structure adjusted so that money can be set aside for
equipment replacement.
A suggestion was made by Mike Sankovieh to recycle the paper boxes etc.
and there is a possibility that this will be studied.
Tim Zent commented that after the city clerk and engineer had checked
with other cities, it was found that Laurel has lower garbage rates than other
communities our size.
He also informed the audience of some of the problems that the garbage
committee is confronted with:
1 To collect enough to cover the $21~000 deficit from last
year and to make the rates equitable.
2 Capital purchases that are needed such as $175,000 for
one piece of equipment at the landfill.
3 Land acquisition -- more land will be needed for garbage
disposal.
A study is being done on hauling the garbage to the Billings Landfill
by a private contractor.
There is also the potential that Laurel could haul the garbage to
Billings themselves and that this should be studied.
Angie DeCarlo brought up the problem of non-city dwellers depositing
their garbage in our containers. Several other people made the same comment.
An ordinance is being worked on to try and control this with fines being
assessed to the violators.
David Johnston commented that he would like to see a charge that would
consider seasonal type businesses.
Inez Vaughn expressed her concern that the residences are subsidizing
the commercial users. It was explained to her that this is one of the problems
that the committee is trying to resolve with a more equitable rate structure.
LARRY WYMAN - PRE-APPLICATION ON AIRPORT: He explained the work that needs
to be done such as runway, taxiway, and apron rehabilitation and some additional
construction. This would be a $260,000 project with 80% matching funds and
20% coming from the city.
There are people who are very interested in building hangars at the
airport, but there is no access to get to them.
Dave Powers pointed out that the matching funds is money generated by
the aviation industry and no general tax money, and that Laurel is at the
top of the list to receive such funding.

Motion by Alderman Fink to give the authority for the filing of the
pre-application with the State and FAA.
This motion failed because of the lack of a second.
Albert Ehrlick commended Don Meyers for the nice Christmas party that was held
for the employees.

the meeting was adjourned at 8:15
