November 6, 1979
A regular meeting of the City Council of the City of Laurel, Montana,
was held in the Counoil Chambers and called to order by Mayor Larry D. Herman,
at 7:00 p.m., on November 6, 1979.

Motion by Alderwoman Carter to pay the claims for October, seconded
by Alderman Brennan. Carried.
BID ON POLICE CAR: This being the
opened for a new police car.

Motion by Alderman Burns to accept the bid from Johnson Ford for a
LTD without air conditioning, in the amount of $6,853.04, seconded by
Alderman Fink. Carried.
PUBLIC HEARING - REVENUE SHARING: This being the time and place advertised, a
public hearing was held regarding the proposed Revenue Sharing budget.
There were no comments from the people present.
PAT MULLANEY -- SHERIDAN SUBDIVISION: Maryland Lane -- It was his understanding
that half of Maryland Lane would be paved under SID #102. It appears that
this is not what is going to be done. Leon Howe indicated to Mr. Mullaney
that half of the street would be cut out and paved. However, the specs call
for new paving up to the existing paving. He feels that Leon Howe is telling
him one thing and the specs call for another and that this will turn out to
be a piece-meal job. It was indicated to Mr. Mullaney that the specs are
what have to be followed.
TOM BRADLEY: Discussed Special Improvement Districts and the calling of SID
bonds.
Bond call has not been done properly. Starting with SID #94, not a single
bond has been called. It is necessary to call bonds every year, otherwise money
is continually paid out in interest and there will not be enough money to pay
off the principal.
Motion by Alderman Fink to direct the City Clerk and Treasurer to call in
SID bonds every year, based on a percentage of the term, seconded by Alderman
Ehrlick. Carried.
Motion by Alderman Fink that SIDs be set up by July 15th so that they will
be placed on the current tax assessment, seconded by Alderman Meyers. Carried.
BIDS -- 10 INCH RAILROAD STREET WATER LINE: These bids were opened on October 23,
1979, but since a quorum was not present no action was taken at that time.
Motion by Alderman Fink that the City reject all bids and install the
water line with their own crew, seconded by Alderman Brennan. Carried.

THIRDAVENUE WATER LINE REPLACEMENT: Change order for $550.00 -- an increase
of 100 cy for gravel backfill for pipe bedding to satisfactorily complete this
project.
Motion by Alderman Ehrlick to approve the change order in the amount of
$550.00, seconded by Alderman Meyers. Carried.
MAYOR'S COMMENTS: Announced the 1979/80 snow removal plan.
Presented a progress report on the various projects the City has going
at the present time.
Informed the Council of the increase in insurance coverage from
$100,O00--BO0,O00 to $1,000,000. This was necessary because of the work
the City will be doing on the Railroad Street Water Line. This increase
of approximately $B,200 will be charged to this water line project.
Discussed the Clerk's and Treasurer's financial statements for the
year ended June BO, 1979.
Motion by Alderman Meyers to enter the financial statements into the
record, seconded by Alderman Burns. Carried.
DON MEYERS -- CHRISTMAS PARTY: Discussed having a Christmas party for City
employees, committees, and retirees on December 1st.
Motion by Alderwoman Carter to have a Christmas party on Saturday,
December 1, 1979, at Riverside Hall and appointing Don Meyers as chairman,
seconded by Alderman Brennan. Carried.
There being no further business~ before the Council at this time,
the meeting was adjourned at 8:03 p.~.
