Herman , at 7 : 00 p,m. , on August 8, 1979 , for the zpecific purpose of a hearing on the preliminary budget . COUNCIL MEMBERS PRESENT: Albert Ehrlick Duane Behm Ervin Metzger COUNCIL MEMBERS ABSENT: Harold Burns Susan Carter Donald Meyers Terry Fink Bill Brennan Protest letters were received from Mrs . Fred A. Hil ert Alex Henry,g f Robert M. Richmond, Anna M. Price , Marie Thomalla, Inez Vaughn., and entered into the record as protest of the sweeping district . Also a petition with approximately 41 signatures . Protestors present at the meeting were : Joyce Richmond Alex Henry Helen Boucher Lois Hansen Teresa Brohaugh Jim Myers Beatrice Kinney Austin Kinney Ervin Swan Harley Schlapfer Discussion followed : The main protest is that residences are included in -the business sweeping district . Many are on fixed in-comes and can not afford an assessment of $1 . 50 a frontage foot . The district , at this time , can not be changed , but there was discussion that maybe a lower rate could be charged for the residences within the sweeping district . This will be studied and considered at the next Council meeting There being no further business to come before the Council at this time, the meeting was adjourned at 8:30 p. . Donald L. Sincerely, 2019 'East, First Street Laurel, Montana 59044 August 4, 1979 Larry Herman, Mayor and Laurel City Council City Hall Laurel, Montana 59044 Dear Council Members : I am writing this letter because I cannot attend the protest meeting Wednesday, August 8, 1979 concerning E[rdinance No.659. We, the taxpayers of Laurel have had no opportunity to know what is going on in City Government unless we attend all the council meetings. Even then it is difficult to know what is going on as much business is conducted- in committee meetings and closed sessions. As to the sweeping district Ordinance No. 659 there was no notice that it was passed and what it entailed. It was declared that an emmergency existed and the ordinance would. be in full force immediately wibhou.t a protest hearing. We would- be having a pre-tax for a service that does not exist and may not exist for some time. If I remember correctly two business men appeared before the council and. asked for a sweeping district for the business district. Neither of these men would be directly involved in paying one dollar and. fifty cents ($ 1 .00) per running foot as they do not own the buildings in which they conduct their businesses. It would appear that the business district could not generate enough money to buy the sweeper so it was decided that home owners should help out with the cost. �y the cutoff at Pennsylvania and Fourth Avenue on East and First Streets? There are busi,,nesses both east and. west of the designated streets. Most of the home owners are retired. and, are on fixed incomes. It would- appear that the council is trying to force us to sell our homes and move. Icy garbage costs less than fifty dollars ($50.00) a year and. yet you expect me to pay ninety d.ollars ($9000) a year for sweeping. Section 3. of Ordinance No.659 states That the streets and alleys within the above described District No. 1 shall be swept during the year as the City of Laurel shall deem necessary. You wil1 be making us pay an unfair tax to take care of other streets and projects. I hope that you will reconsider Ordinance No.659 and remove it from the ordinance books. Very truly Y) jars, I l TO THE LAUREL CITY COUNCIL: We, the undersigned residents of the proposed Street Sweeping District to be created by Laurel City Ordinance Number 659 , protest the development of this district within the residential areas . We respectfully request that the proposed Street Sweeping District be deleted from the residential areas along First Avenue from the intersection of First Avenue and Third Street to the intersection of First Avenue and Seventh Street and along First Street from the intersection of First Street and Montana Avenue to the intersection of First Street and Pennsylvania Avenue. We believe that the pro- posed Street Sweeping District in these residential areas will create an undue tax burden at a time when soaring inflation is creating a hardship on our incomes .
