Herman, at 7:00 p.m., on May 8, 1979. COUNCIL MEMBERS PRESENT: ~~I Albert Ehrlick Bill Brennan Harold Burns Susan Carter Duane Behm Terry Fink Donald Meyers Ervin Metzger ~I COUNCIL MEMBERS ABSENT: none ~I BID - FILTER MEDIA: Ken Beven reviewed the only bid received, which was from Neptune Microfloc in the amount of $51,636.00 and recommends that it be accepted. Motion b Alderman Ehrlick to accept the bid from Neptune Microfloc II in the amount of 51, 36.00, seconded by Alderman Meyers. Carried. ~ CORRIDOR ANNEXATION (FLAG FOLE/STRIP ANNEXATION): RESOLUTION N0. 1730 ESTABLISHING A POLICY CONCERNING CORRIDOR ANNEXATION ~ (STRSP ANNEXATIONa. Motion by Alderman Ehrlick that Resolution No. 1730 be passed and adopted, seconded by Alderman Behm. Carried, with Alderman Meyers I~ voting rrno." ZONING MAP AND ORDSNANCE: Public hearing continued from March 20, 1979. John MacMartin presented the Planning Board's reasons for recommending the zone classifications in the areas where people are protesting. I Protests were heard from the audience, going on an area-by-area basis. Mogan Subdivision: Paul Mogan requested that his property be zoned RMF instead off. RAF, since this was placed in R-3 in December, 1877. Discussion Followed. Motion by Alderman Burns to accept the recommendation of the Planning Board for RLMF zone, seconded by Alderman Meyers. Carried.. lst Avenue North: Barsness and Wold property.. This was a protested area but there were no protestors in the audience at this time. I i Motion by Alderman Ehrlick to accept the Planning Board's recommendation, I~ seconded by Alderman Brennan. Carried. II Burlington Northern: The Planning Board agreed to change their original i recommendation of light industrial to light. industrial on the north side I of the tracks and heavy industrial on the south side of the tracks, with a few exceptions. I, Motion by Alderman Meyers to accept the Planning Board's recommendation, seconded by Alderman Metzger. Carried. t S & S Subdivision: Planning Board recommends R-6000. There is a request for a change to RMF. The following people protested both zone classifications. They want it to remain single family dwelling which it was when originally annexed i [ ~I I i i i . Frank Wheeler Carl Kimmel. ` Barbara Smith Motion ~ Alderman Brennan to not accept the Planning Board's recom- mendation and change it to single family dwellings, seconded by Alderman Ehrlick. Carried. Extension of Main Street West: It has been recommended by the Planning Board to zone the area north of Main and West of 8th Avenue as residential. Protestors opposed to residential zoning and request highway commercial: Tom Frickel (spokesman for several people) Harold Ingraham Ron Herman Marge Herman Dan Karls Protestors opposed to commercial: i Richard Christian Margaret Smith j Frank Wheeler Carl Kimmel I Mrs. VanBuren Sharon Massad Motion by Alderman Metzger to accept the recommendation of the Planning Board, seconded by Alderwoman Carter. Motion failed by a 6--2 vote. Motion b Alderman Behm to allow highway commercial one block north of 'I Main and west of th Avenue to the end of the Ingraham property, seconded by I, Alderman Brennan. Mono-n carried by a vote of 6--2. Turc~tte proper`~~ - Zo~irig: Planning Board's recommendation for this area is RMH. Dr. Turcotte spoke in favor of this zoning. Protestors against this zoning: Shirley Ketterling Jake Stahley Dorothy Geertz Henry Robertus Bonnie Killebrew Donna Streck There was a lot of discussion against zoning of this area RMH for various reasons. Jerry Gaston presented several photos of the Turcotte land where the proposed trailer court would be located. Motion by Alderman Fink to table this matter until the next council meeting, seconded by Alderman Ehrlick. Carried with Alderman Burns voting nno." Zoning mad: Motion by Alderman Meyers to accept the zoning map as recommended by the Planning Board with the changes previously noted and no decision made on the Turcotte property, seconded by Alderwoman Carter. Carried. Zoning ordinance: The decision on this was postponed until the next council meeting. BURLINGTON NORTHERN EASEMENT: A letter needs to be written to Burlington Northern for the City of i Laurel to enter into an agreement with Burlington Northern to install the modulating valve at this time and to accept the Nutting Subdivision area II • as part of the City's Water System if and when waivers of annexation have been signed and approval of the Public Service Commission and Consumer Council has been received.
