A regular meeting of the City Council of the City o£ Laurel, Montana, I
was held in tie council chambers and called to order by Mayor, Larry D.
Herman, at 7:00 p.m. on Wednesday, April 4, 1879.

MINUTES:
Minutes of the regular meeting of March 20, 1979, were approved as
presented. ,'I 'l
CORRESPONDENCE:
The city received a letter from American Water Works Association
commending the utilities staff for not having a disabling accident/injury j
for the year 1977. j
A letter was received from the.Montana Historical Society regarding
a meeting on May g, 1978, of the Governor's Advisory Council on historic.
sites to review applications and select projects for funding from the I i
historic preservation grants of Montana. The letter was forwarded to Alderwoman Carter for review by the Parr and Recreation Committee. I I,

This was the set time and place for a hearing on the intention of 'i
the City Council to create SID 102. ~ I,
A protest was heard from Clarence Eastlick and Jack Gabrian. They j
were reminded that a written protest must be filed with the City Clerk i
within 15 days after the Ist publication and the last day would have been
March 29th. This was not done, therefore their protest is not valid. I
Among several items discussed was the possibility of extending the
paving an extra 2 block an Montana Avenue.
The problem_is that the district boundaries have been set and any I I
changes would have to be done through a new district.
There was further discussion that if there was a 100% participation
in the extra 2 block that a modification could be made to include those
people in SID 102.
Motion by Alderman Meyers to postpone determination. on the district I
for 2 weeks, so that an attempt can be made .to get the 100% participation.
If this is not done the council will go ahead with the current district, j
seconded by Alderman Kilpatrick. Carried.
BIDS - SID.. 100:
This being the time and place advertised for SID 100, all bids
received were opened.
SID 100 construction bids:

At this time the bids were referred to the engineering firm for study.
STREET & ALLEY COMMITTEE:
Discussion of the sweeper problem. Albert Ehrlick's committee has III
done all-they can and were.nat able to get anywhere. Therefore Mr. Ehrlick
is bringing this problem back to the council.
Claude Cory of the Downtown Merchants Association has contacted other
merchants in the area. They feel that an increase to $45.00 a lot could
be justified and possibly to expand the current district.
..Pat Mullaney also expressed that a sweeper is needed very badly.
He has had employees with brooms cleaning around J. C. Penney Co. I~'i
Downtown parking was another problem which he brought up. Too many
merchants and employees-are parking all day long taking up available
customer parking.
Mr. Mullaney was stopped on 1st.Avenue by Police Officer Larry Johnson
and wanted to commend him for being very thorough, well trained, and handled
the incident in a very professional way.

Motion by Alderman Ehrlick to enter the minutes of the Street and
Alley Committee meeting of March 27, 1979, into the record, seconded by
Alderman Burns. Carried.
Motion by Alderman Ehrlick to increase the sweeping fee to $45.OQ
a lot and to expand the district to south of the underpass, seconded
by Alderman Rodgers. Carried.
' Tom Bradley was directed to draw up the resolution creating the
sweeping district.
At this time the bids for SID 10@ had been reviewed. The attorney II'
for the district recommended that Adams Brothers be awarded the contract
for Schedule I and Barry O'Leary for Schedule II, both bids being within the engineer's estimate.
Motion b Alderman Rodgers to accept the bid of Adams Brothers in I the amount of 95,8 2.65 for Schedule I, seconded by Alderman Meyers.
Carried.
Motion b Alderman Me ers to accept the bid of Barry O'Leary in the amount o 71,821.50 for Schedule II, seconded by Alderman Ehrlick. I'
Carried.
7th STREET DRAIN:

the drain ditch on 7th Street. It has to remain there, but it was the
consensus of the council that culverts could be used to cross the avenues I'
and alleys. 'i
CITY ENGINEER:
' The Mayor introduced the new City Engineer, Curtis McKenzie. ~i
Mr. McKenzie has been working on a proposed SID and at this time
presented it to the council. It is located in the Malit, Mountain
Vista, Laurmac, Murray Heights, and Casa Linda Subdivision.
In 1978 the Malit, Mountain Vista,. and a portion of Casa Linda II
Subdivisions were in proposed SID 99. This project failed due to bids I
being higher than the engineer's estimate. II
Discussion followed regarding the paving of 8th Avenue, since it
is a truck route. It was suggested that a heavier sub-grade and a thicker
mat surface be applied and the cost spread out over the entire district.
Motion by Alderman Meyers to get the petitions started on what would
be SID 103, seconded by Alderman Rodgers. Carried with Alderman Kilpatrick
voting against it.
Tom Bradley recommended that a study be done to see if we should ~I
use our own engineering staff or continue to contract it ou'~ to private
firms. ~I
The Mayor approved the new officers of the Laurel Volunteer Fire
Department which were elected at their March 21, 1979, meeting.

The ballots were canvassed for the April 3, 1978, city election

Motion by Alderman Meyers to accept the ballots of the April 3,
1979, city election, seconded by Alderman Ehrlick. Carried.
MAYOR'S COMMENTS: i
There is a party being planned for the outgoing council members to
be held on May 4th. Don Lenhardt is in charge of the planning. li
Larry Herman, Ken Beven, and Roger Reich are going to Helena on I'
April 5th to meet with the Coal Board in an attempt to acquire funds
for the 7th Street Truck Line Extension..
MONTANA PUBLIC WORKS SPECIFICATIONS:
The Mayor directed Tom Bradley to draw up an ordinance adopting ~ - the new Montana Public Works Specifications. I'

DON LENHARDT - DOGS AND PARKING:
At the present time .they have a CETA person in mind. He would
provide his oran transportation, and the city would reimburse him for. mileage. He would act as dog catcher and also issue parking tickets.
There being no further business to come before the council at this
time, the meeting was adjourned a p.m.

The proposed SID in the Malit, Mountain Vista, Laurmac,
Murray Heights, and.Casa Linda Subdivision.
In 1978 the Malit, Mountain Vista, and a portion of
Casa Linda subdivisions were in a proposed SID #99. This
project failed due to bids being higher:than the engineer's
estimate.
This proposed S:ID is somewhat'larger. A summary of
the original SID #99 and.the proposed addition is as follows:

This larger amount of work will attract contractors,from out of-the
area, who will be contacted; also the Associated General Contractors
Inc., Helena, wall, ;.[K i Gated to provide us. with some hungry bidders
The last bid failed here-due to. the fact that the Billings contractors
were already scheduled with work for the.period of, the proposed contract.
