HomeMy WebLinkAboutCity Council Minutes 12.16.1980Minutes of the City Council of Laurel December 16, 1980 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Larry D. Herman, at 7:00 p.m., on December 16, 1980. COUNCIL MEMBERS PRESENT: Albert Ehrlick Harold Burns Duane Behm COUNCIL MEMBERS ABSENT: Donald Meyers Susan Carter Terry Fink Ervin Metzger Bill Brennan INVOCATION: Invocation given by Alderman Burns. MINUTES: Minutes of the regular meeting of December 2, 1980, approved as presented. EDDIE McDONNELL - GEL PROPERTIES: We are building an elderly housing complex in Joliet that is Farm Home subsidized. We have done a survey in Laurel and find that there is quite a need here for the elderly and family, iow and medium income, housing. We have had over 70 affirmative replies. We have optioned a piece of land on 8th Avenue between 7th and 8th Street that needs zoning for this purpose. We wanted to come to you people first before we made formal application, to show you what we are planning to do. I have a plan here, which shows that we plan to build in three phases. The first phase is for the elderly. They are low profile, single story units, with a green belt of shrubbery, trees, etc. There would be parking for 34 vehicles in 2 different areas (total of 6B parking spaces). There would be 4 two-bedroom units, 4 one-bedroom handicapped units, and 35 one- bedroom units for a total of 4B in this first phase. It will be Farm Home subdized, and rent for the elderly would be 20% of their income. The units will rent for around $300.00 a month. As an example, a person with an in- come of $300.00 a month would pay $60.00 a month rent. Assets do not enter into the picture. On the second and third phase we plan on going to single story low income family units. A number of the replies which we received were from single women with children. Discussion. Mr. McDonnell was advised that his next step was to make formal applica- tion for a zone change, which will in turn be referred to the City-County Planning Board for review and recommendation. ALBERT EHRLICK - STREET & ALLEY COMMITTEE: Reviewed the minutes of Decem- ber 11~ 1950. Discussed the 4-way stop at 1st Avenue and 6th Street. This will be put on the agenda for the regular council meeting of January 6, 19B1, for further discussion and public input. Tires for the goader - since the grader is used for snow removal it was suggested that part of the cost for two new tires be taken from Snow Removal. Motion by Alderman Ehrlick to use what we can from the Street Depart- ment budget to purchase two tires and take the balance from Snow Removal, seconded by Alderman Metzger. Carried. DUANE BEHM - BUDGET/FINANCE COMMITTEE: Reviewed the minutes of November 25, 1980. Motion by Alderman Behm to enter the Budget/Finance Committee minutes of November 25, 1980, into the record, seconded by Alderman Metzger. Car- ried. FINANCIAL STATEMENTS: City Clerk's and City Treasurer's November, 1980, Financial Statements were presented for approval. Motion by Alderman Metzger to approve the Clerk's and Treasurer's Financial Statements as presented, seconded by Alderman Ehrlick. Carried. TRANSFER OF FUNDS: RESOLUTION NO. 18B4 BEING A RESOLUTION TRANSFERRING CERTAIN FUNDS OF THE CITY OF LAUREL, MONTANA. (Sprinkling Fund to General Fund) Motion by Alderman Ehrlick that Resolution No. 18B4 be passed and adopted, seconded by Alderman Metzger. Carried. KEN BEVEN - REPORT ON SEWER PROBLEM AT BATT RESIDENCE: Mr. Beven reviewed a TV inspection report indicating the problems Yhe City has with the sewer line in this area. A copy of the report has been forwarded to the City's insurance carrier and also a copy has been entered into the record. There being no further business to come before the Council at this time, the meeting was adjourned a~ p~. Donald L.
