November 18, 1980
A regular meeting of the City Council of the City of Laurel, Montana,
was held in the Council Chambers and called to order by Mayor, Larry D.
Herman, at 7:05 p.m., on November 18, 1980.

INVOCATION: Invocation given by Alderman Meyers.
MINUTES: Minutes of the regular meeting of November 5, 1980, approved as
presented.
Minutes of the special meeting of November 12, 19BO, approved as
presented.
FINANCIAL STATEMENTS: City Clerk's and City Treasurer's October, 1980,
financial statements were presented for approval.
Motion by Alderman Metzger to approve the Clerk's and Treasurer's
financial statements as presented, seconded by Alderman Meyers. Carried.
EMPLOYEE POLICY: There was discussion regarding employees living outside
the city l~mits.
RESOLUTION NO. 1833
REQUIRING CITY EMPLOYEES TO LIVE WITHIN A DESIGNATED AREA
.Motion by Don Meyers to pass Resolution No. 1833 requiring that
permanent employees reside within the Laurel 628 telephone exchange area,
excluding the Volunteer Fire Department~ seconded by Albert Ehrlick. Carried.
At the present time there are not any employees living outside this
area.
APPOINTMENTS:
Cemetery. Board The Mayor requested the Council's approval of Ken Martin's
appointment to the Cemetery Board.
Motion by Alderman Metzger. to approve the appointment of Ken Martin to
the Cemetery Board, seconded by Alderman Meyers. Carried.
DARRELL MAGNUS: I am just retiring from the Marine Corps and I am moving
back ~ the Laurel area. I have some property that I am trying to find out
what I have to do to get access. It is right on the end of llth Street.
However, llth Street ends at what was known to me as Richardson's Ditch.
It is an irrigation ditch that was from the Big Ditch to just below the
yard office. I know it has to stay open. What do I have to do to get the
culvert put in, to get it pushed over and filled in?
Tom Bradley You will have to get permission from whoever owns the
ditch. You will have to pay for the culvert, the surveyor, and as far as
the road is concerned, it is always the property owners responsibility to
gravel, etc. In subdivisions, the subdivider does it. There is no respon-
sibility on the part of the City to gravel or build you a road, or to put
-the culvert in for you. That is all your responsibility. However, all of
this has to be done with the approval of the City Engineer.

LAUREL AIRPORT CONSTRUCTION CONTRACT . DAVE MC CULLOUGH, HKM: Mr. McCullough
presented a letter to FAA and a memorandum requesting approval from the City
Council of a grant increase of $4,553.07 to complete this project. (The
Airport Commission has given their approval for the increase.)
Motion by Alderwoman Carter to give the Mayor authority to apply for
the grant changes totaling $4,553.07, seconded by Alderman Meyers. Carried.
Motion by Alderman Behm to give the Mayor authority to sign the final
approval, upon the punch list being acceptable by the Airport Commission and
City Engineer, and also subject to a year's guarantee beginning September 25,
1980, seconded by Alderman Metzger. Carried.
Dave McCullough also reported that the "as constructed drawings" were
completed and they will be turned over to the City Engineer.
Dave Powers reported that a hurricane fence has been installed-'at the
airport to help control pedestrian and vehicle traffic.
Also there is a 40' x 50' hangar being erected right now. ~ It will
give room for about 4 more aircraft up there.
The Mayor reported that he has signed the pre-application for
grant and it was mailed to the Denver office yesterday.
