Herman, at 7:00 p.m., on October 21, 1980. COUNCIL MEMBERS PRESENT: Albert Ehrlick Donald Meyers COUNCIL MEMBERS ABSENT: Harold Burns Duane Behm INVOCATION: Invocation given by Reverend Holt. MINUTES: Minutes of the regular meeting of October presented. CORRESPONDENCE: Received a thank you card from the by Grace Foes, President, thanking the City for the from Revenue Sharing Funds. Susan Carter Terry Fink Ervin Metzger Bill Brennan 7, 1980, approved as Senior Citizens signed $2,500.00 contribution SID 104 - CHANGE ORDER: This change order is necessary to recompact a Montana Power ~. trench that lays 5' north of the south curb on 13th Street between Station 0+00 and 5+00. This trench was not compacted properly and on testing with a penetrometer it was found to contain voids in the lower part of the trench in about 50% of the tests. In order to preclude settlement it must be compacted. The cost is to be reimbursed by the Montana Power Co. Motion~Meyers to approve the SID #104 change order #1 in the amo--~ of $1,500.00, s~ded by Alderman Metzger. Carried. FINANCIAL STATEMENTS: City Clerk's and City Treasurer's September, 1980, ~F-i-~-~ial Statements were presented.for approval. Motion by Alderman Metzger to approve the Clerk's and Treasurer's Financial Statements as presented, seconded by Alderwoman Carter. Carried. BID OPENING VARIABLE SPEED PUMPING UNITS~ This being the time and place advertised, all bids received were opened and read aloud. Two (2} Peerless Model lOA148/MO17B $34,988.50 Bid Bond Cashier's Check enclosed in the amount of $3,500.00 Motion b~ Alderman Ehriick to accept the low bid subject to review and r"ecommendations by the Department Heads and that the Mayor, upon con- suiting with the Department Heads, be given authority to accept the low bid, seconded by Alderman Meyers. Carried. PUBLIC HEARING ~ Notice of Intent to propose a pre-application to the U. S. Department of Housing & Urban Development in Denver, Colorado. A question was asked, "Should the people in this area write letters to HUD or the City supporting this project?" Ken Beven stated that any information or input that you give us will be forwarded to HUD. You are based on a point system and you do everything you can to get points. It was pointed out that the letters should express the need and economic problems in the area. The Mayor announced further hearings on the HUD application will be held on November 5th at 7:00 p.m., and November 12th at 5:00 p.m. MAYOR'S COMMENTS: Reminded the Council that the next regular Council meet- ing was changed to November 5th because of General Election being on Novem- ber ~th (a holiday). Mountain Bell representatives are holding a public meeting in the Council Chambers on Wednesday, October 22, 1980, at 7:00 p.m. In going through the ordinances I noticed that the last legislature changed some things on ordinances. So I am going to recommend to the Council that they amend our ordinances to require that all ordinances be submitted in writing to the Council, that no ordinance passed shall contain more than one subject~ and an ordinance must be read and adopted by the majority of the members present at two meetings not less than 12 days apart. After the first adoption and reading, it must be posted and copies made available to the public. 'ORDINANCE NO. 685 TO AMEND ORDINANCE NO. 683~ SECTION 1.14.030 OF THE LAUREL MUNICIPAL CODE. Motion by Alderman Ehrlick that Ordinance No. 685 be passed and adopted, seconded by Alderman Meyers. Upon taking a roll call vote~ all Council members present voted "yes." Alderman Fink was given permission to leave the state. There being no further business to come before the Council at this time~ the meeting was~adjourned at 7:35 p.m. o ald L.
