HomeMy WebLinkAboutSpecial City Council Minutes 12.23.1980 Minutes of the City Council of Laurel September 23, 1980 A Special meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Larry D. Herman, at 7:00 p.m., on September 23, 1980, for the purpose of reviewing proposals for grant writing services from Jim Twomey and Cumin Associates. COUNCIL MEMBERS PRESENT: Albert Ehrlick Bill Brennan Duane Behm Susan Carter Donald Meyers Ervin Metzger COUNCIL MEMBERS ABSENT: Harold Burns Terry Fink Mayor Herman stated that he has asked Jim Twomey and Cumin Associates to give a presentation to the Council relating to grantsmanship. JIM TWOMEY HOUSING DEVELOPER and CONSULTANT: Mr. Twomey related his experience in writing and obtaining grants in Montana, Wyoming and Colorado. He felt that Laurel should.look at a program that would include water and capital improvements program as well as housing rehabilitation. He went on to explain what was involved in a housing rehabilitation program. I~ regards tc the fee, he shared thst he works on a ccntingency basis. This is, if there is no funding, he does not get paid. HUD really regulates the fee for the consultant. It is regulated at a rate not to exceed that pay which is the same as a GS-18, which is about $180 a day. The fee would be in the area of $12,000 to $15,000 depending on the amount of work to be done. This money would come out of the grant. Mr. Twomey's role would be that of helping to draft a proposal, ~insuring your conformity with your Citizen Participation requirements, assisting instruction in the process and insure conformity with all the HUD requirements. There was discussion between Mr. Twomey, the Mayor, and the City Council. It was noted that 10% of the grant can be used for administration. Part of it could be used for Pat's salary, some for supervision of the rehab work, and part of it for Mr. Twomey. HUD will regulate Mr. Twomey's fee. If he is not needed here to do the work, he will not get paid. It is really predicated on the amount of time that is required and the amount of time HUD will recognize. CUMIN ASSOCIATES - JOHN MacMARTIN: Submitted a letter stating his experience with writing grants, fees, etc. His fee would be $25 an hour, plus expenses. This fee would be billed to the City of Laurel, if we got the grant or not. There was discussion between John MacMartin, his assistant, the Mayor, and the City Council. It was brought out by both parties that the pre-applications are due in the HUD office by November 17, 1980. After both presentations the Council reviewed and discussed each one. It was decided that since Mr. Twomey worked on a contingency basis and received a percentage of the grant as his fee, that this would be better than hagiug Cumin Associates do the work on an hourly fee basis. Their fee would have to be paid regardless if we got the grant or not. Motion by Alderman Ehrlick to enter into a contract with Jim Twomey for his services on w~iting and processing a HUD grant, the fee to be on a percentage basis according to HUD reguations and to give the Mayor authority to sign such a contract, seconded by Alderman Meyers.
