HomeMy WebLinkAboutSpecial City Council Minutes 09.16.1980Minutes of the City Council of Laurel September 16, 1980 A special meeting of August 11, 1980, of the City Council of the City of Laurel, Montana, reconvened in the Council Chambers and called to order by Mayor Larry D. Herman, at 7:50 p.m., on September 16, 1980, for the purpose of adopting the final budget and mill levys for 1980/81. This is a continuation of the meeting on August 11, 1980. COUNCIL MEMBERS PRESENT: Albert Ehrlick Duane Behm Donald Meyers COUNCIL MEMBERS ABSENT: Harold Burns The City Attorney discussed his budget Bill Brennan Susan Carter Terry Fink Ervin Metzger and requested that he get a raise to reflect the past three years. He has not had a raise sinoe he was appointed and the City Judge gets a higher salary than he does and felt that this should be corrected. The Mayor suggested that Police Reserve money be used, since the attorney is involved with the training of the police officers, and that the legal intern program may be discontinued. Motion by Alderman Behm to transfer the balance of Police Reserve money, which was budgeted for Legal Intern, to the City At~rney's budget, seconded by Alderman Ehrlick. Carried. MILL LEVIES - FINAL ADOPTION FOR 1980/81: General Fund -~ 65 mills RESOLUTION NO. 1815 BEING A RESOLUTION LEVYING TAXES FOR GENERAL PURPOSES FOR THE CITY OF LAUREL, MONTANA, FOR THE FISCAL YEAR BEGINNING JULY 1, 1980. Motion by Aiderman Meyers that Resoiution No. 1815 be passed and adopted, seconded by Alderman Metzger. Carried. Specific Purposes -- 1.0 mills Volunteer Fire Dept. P.E.R .S. Comprehensive Insurance Firemen's Relief SID Revolving 2 mills 2 mills 2 mills 2 mills 2 milts RESOLUTION NO. 1816 BEING A RESOLUTION LEVYING TAXES FOR SPECIFIC PURPOSES FOR THE CITY OF LAUREL, MONTANA, FOR THE FISCAL YEAR BEGINNING JULY 1, 1980. Motion by Alderman Meyers that Resolution No. 1816 be passed adopted, seconded by Alderman Metzger. Carried. FAP Complex -- 7 mills RESOLUTION NO. 1817 BEING A RESOLUTION LEVYING TAXES FOR A SPECIFIC PURPOSE FOR THE CITY OF LAUREL, MONTANA, FOR THE FISCAL YEAR BEGINNING JULY 1, 1980. and page 2 Minutes of the City Council of Laurel Motion by Alderman Behm that Resolution No. 1817 be passed and adopted, seconded by Alderwoman Carter. Carried. Storm Sewer -- B2 mills RESOLUTION NO. 1818 BEING A RESOLUTION LEVYING TAXES FOR A SPECIFIC PURPOSE FOR THE CITY OF LAUREL, MONTANA, FOR THE FISCAL YEAR BEGINNING JULY 1, 1980. Motion by Alderman Meyers that Resolution No. 1818 be passed and adopted, seconded by Alderman Brennan. Carried. Snow Removal RESOLUTION NO. 1819 BEING A RESOLUTION ADOPTING THE PRELIMINARY RESOLUTION NO. 1792 AS THE FINAL LEVY FOR SNOW REMOVAL WITH THE CITY OF LAUREL, MONTANA~ FOR THE FISCAL YEAR BEGINNING JULY l, 1980. Motion by Alderman ~eyers that Resolution No. 1819 be passed and adopted, seconded by Alderman Ehrtick. Carried. Sweeping District RESOLUTION NO. 1S20 BEING A RESOLUTION ADOPTING THE PRELIMINARY RESOLUTION NO. 1793 AS THE FINAL LEVY FOR STREET SWEEPING, WITH STREET SWEEPING DISTRICT NO. 1, OF THE CITY OF LAUREL, MONTANA, FOR THE PURPOSE OF THE SWEEPING OF STREETS IN THE DOWNTOWN BUSINESS DISTRICT FOR THE FISCAL YEAR BEGINNING JULY 1, 1980. Motion by Alderman Meyers that Resolution No. 1820 be passed and adopted, seconded by Alderman Metzger. Carried. Light District No. 1 RESOLUTION NO. 1821 BEING A RESOLUTION ADOPTING THE PRELIMINARY RESOLUTION NO. 1790 AS THE FINAL LEVY FOR THE COST OF MAINTENANCE AND ELECTRICAL CURRENT FOR LIGHT DISTRICT NO. l, WITHIN THE CITY OF LAUREL, MONTANA, FOR THE FISCAL YEAR BEGIN- NING JULY l, 1980. Motion by Alderman Meyers that Resolution No. 1821 be passed and adopted, seconded by Alderman Ehrlick. Carried. Light District No. 2 RESOLUTION NO. 1822 BEING A RESOLUTION ADOPTING THE PRELIMINARY RESOLUTION NO. 1791 AS THE FINAL LEVY FOR THE COST OF MAINTENANCE AND ELECTRICAL CURRENT FOR LIGHT DISTRICT NO. 2, WITHIN THE CITY OF LAUREL, MONTANA, FOR THE FISCAL YEAR BEGIN- NING JULY 1, 1980. Motion by Alderman Brennan that Resolution No. iU22 be passed and adopted, seconded by Alderwoman Carter. Carried. page 3 Minutes of the City Council of Laurel Adopting Final Expense and Revenue Budgets RESOLUTION NO. 1823 BEING A RESOLUTION ADOPTING ALL BUDGETS AS PRESENTED, INCLUDING THE ADJUSTMENT BETWEEN LEGAL INTERN AND THE ATTORNEY'S BUDGET AS RECORDED IN THE MINUTES OF SEP- TEMBER 16, 1980, FOR THE CITY OF LAUREL, MONTANA, FOR THE FISCAL YEAR BEGINNING JULY 1, 1980. Motion by Alderman Meyers that Resolution No. 1823 be passed and adopted, seconded by Alderman Ehrlick. Carried. SIDs RESOLUTION NO. 1824 BEING A RESOLUTION ADOPTING THE PRELIMINARY RESOLUTIONS NO. 1794 THROUGH AND INCLUDING RESOLUTION NO. 1802, AS THE FINAL LEVY FOR SIDs NO. 93 THROUGH AND INCLUDING SID NO. 102 WITHIN THE CITY OF LAUREL, MONTANA, FOR THE FISCAL YEAR BEGINNING JULY 1, 1980. Motion by Alderman Ehrlick that Resolution No. 182~ be passed and adopted, seconded by Alderman Meyers. Carried. RESOLUTION NO. 1825 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 104 OF THE CITY OF LAUREL, MONTANA, WITH THE COST OF PAVING IN MURRAY HEIGHTS SUBDIVISION. Motion by Alderwoman Carter that Resolution No. 1825 be passed and adopted, seconded by Alderman Brennan. Carried. RESOLUTION NO. 1826 A RESOLUTION LEVYING AND ASSESSING ALL OF THE PROPERTY EMBRACED WITHIN SPECIAL IMPROVEMENT DISTRICT NO. 105 OF THE CITY OF LAUREL, MONTANA, WITH THE COST OF PAVING IN LAURMAC AND WARD SUBDIVISIONS. Motion by Alderwoman Carter that Resolution No. 1826 be passed and adopted, seconded by Alderman Brennan. Carried.
