HomeMy WebLinkAboutCity Council Minutes 09.02.1980Minutes of the City Council of Laurel September 2, 1980 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Larry D. Herman, at 7:00 p.m., on September 2, 1980. COUNCIL MEMBERS PRESENT: Albert Ehrlick Bill Brennan Harold Burns Susan Carter Duane Behm Terry Fink Donald Meyers Ervin Metzger COUNCIL MEMBERS ABSENT: none INVOCATION: Invocation given by Alderman Meyers. MINUTES: Minutes of the regular meeting of August 19, 1980, approved as presented. Minutes of the special meeting of August 19, 1980, approved as presented. CORRESPONDENCE: Letter from Leonard Adams of Adams Brothers Construction regarding payment for extra work done on the 3rd Avenue Water Line. The letter was referred to the City Engineer. Letter from Church of the Nazarene requesting that the City waive the building permit fee for the church. Curt McKenzie indicated that the Fire Chief wants the plans sent to the State architect so there will be a plan review fee charged by the State. Motion by Alderman Meyers to waive all fees, except the plan review fee which goes to the State, for the Church of the Nazarene, seconded by Alder- man Ehrlick. Carried. CLAIMS: A copy of the Invoice Register for August claims was presented to the ~-~uncil for review and approval. Motion by Alderman Metzger that the August claims be approved for pay- ment as presented, seconded by Alderwoman Carter. Carried. City Clerk's and City Treasurer's July, 1980, Financial Statements were presented for approval. Motion by Alderman Metzger to approve the Clerk's and Treasurer's July Financial Statements as presented, seconded by Alderman Ehrlick. Carried. PUBLIC HEARING - HUD GRANTEE'S PERFORMANCE REPORT: This being the time and place advertised, a public hearing was held. There were no questions or comments from anyone present. MAYOR'S VETO The Mayor has filed with the by the City Council on August 19, purchase a compactor from Tractor per month. The Council did not take any DUANE BEHM discussed the Mayor's veto of August 19th, No. 1803 and the garbage rate for Fichtner Chevrolet. City Clerk a veto of the resolution passed 1980, whereby the Council decided to lease/ & Equipment Company for the sum of $2,706.14 action at this time to override the veto. regarding Resolution page 2MinUtes of the City Council of Laurel Motion by Alderman Behm to override the Mayor's veto of August 19, 1980, of the garbage rate for Fichtner Chevrolet, seconded by Alderwoman Carter. Discussion by the Council, Mayor, and L. W. Fichtner. Duane Behm withdrew his motion and Sue Carter withdrew her second. Duane Behm reviewed a comparison of garbage rates with Laurel, Seobey, and Glasgow. DUANE BEHM - BUDGET COMMITTEE: The committee will meet Thursday morning with Ken Beven, Dick Metzger, and Mike Bloom to review the water, street, and police budgets. The water fund has been cut about as much as it can be and therefore a water rate increase will need to be considered in the near future. Motion by Alderman Behm to enter into the record, the Budget Committee minutes of August llth and August 27th, seconded by Alderman Ehrlick. Carried. The Mayor reminded the Council of a special meeting on Wednesday, Sep- tember 3, 1980, at 7:00 p.m., for the purpose of reviewing protests of garbage rates. There is a special meeting scheduled for Monday, September 8, 1980, at 5:00 p.m., for the purpose of opening bids on SI~ 104 and 105. At the request of Alderman Ehrlick, Behm, and Carter, the Mayor called a special meeting at 6:30 p.m., September B, 1980, to discuss the Mayor's veto of the compactor. There being no further business to eome before the Council at this time, the meeting was adjourned at 8:15 p.m. Donald L.
