CITY HALL CONFERENCE TABLE (COFFEE ROOM) MEMBERS PRESENT: Chairman Bud Johnson Gary Temple Ken Olson Gay Easton Chuck Rodgers OTHERS PRESENT: Jim Stevens Mary Embleton Jim Stevens presented a letter to the committee regarding the loss of Brush Truck #2, a 1953 model truck. There is no insurance coverage for engine loss by the MMIA. The State of Monta[qa surplus depot had three similar trucks, one of which was a guard unit truck, rebuilt in 1988 with 6,700 miles for $1,500.00. It would need to be painted and the other equipment, such as the tank, light bar, etc., would need to be transferred from the old truck. The tender truck committee has volunteered to do this. Motion by Gary to allocate up to $3,500.00 to acquire a new brush truck, seconded by Ken and passed unanimously. The committee reviewed and approved the following purchase requisitions: GENERAL FUND: Carpet for City Hall (done in October) WATER FUND: Chemicals and supplies SEWER FUND: Chemicals CPU card for control system Commercial electric water heater $ 3,661.73 1,043.70 660.00 858.54 2,596.00 Reviewed and approved the payroll register for PPE 11/1/99. Discussed the need for repair work to be done on the pool, but money was not appropriated specifically for that purpose. Larry will be asked to provide a time line for the work to be done which will then determine when a decision will need to be made as far as appropriating funds. At that time, different financing options will be analyzed. Discussion was also held regarding the facilities space study. The committee agreed that it would be advantageous to set up another goal session in January to examine this issue. It would also be helpful to the new council members. TO: LAUREL BUDGET FINANCE COMMITTEE NOVEMBER 15, 1999 FROM: DUSTIN BALLANTYNE -MA/NTENEANCE OFFICER LAUREL VOLUNTEER FIRE DEPARTMENT RE: FAILURE OF FIRE APPARATUS-BRUSH #2 ON OCTOBER 31, 1999 WHILE RESPONDING TO A FIRE CALL FOR MUTUAL AID OF AN OUT OF CONTROL ILa3'qGE FIRE NEAR EDGAR, MT, TI-12E ENGINE IN OUR 1953 OFF-ROAD 6X6 FAILED AND TERMINATED THE RESPONSE OF TIlE UNIT. AFTER HAVING THE UNIT TOWED BACK TO LAUREL, IT WAS DETERMINED THAT THE ENGINE WAS A TOTAL LOSS AND NEEDED A MAJOR OVERI-L&UL. DUE TO THE AGE AND MILITARY APPLICATION OF THIS UNIT, IT WAS DETERMINED THAT THE COST OF REPAIR FAR EXCEEDS THE PRICE TO REPLACE THIS UNIT WITH AN UPGRADED UNIT. USED EQUIPMENT AT A LOW COST IS AVAILABLE THROUGH THE STATE OF MONTANA SURPLUS DEPOT IN I-~LENA. AFTER CONTACTING THE CITIES INSURANCE COMPANW, IT WAS DETERMINED THAT THERE WAS NO COVERAGE FOR THE MECHANICAL FAILURE THAT OCCb2V, ED. THIS UNIT IS GREATLY NEEDED TO FIGHT FIRES WHERE OUR OTHER TRUCKS CANNOT GET TO. ALSO WITH THE EXPANSION OF OUR URBAN-INTERFACE AND FIRE POTENTIAL WE CANNOT SERVICE OUR DISTRICT EFFECTIVELY. THE COST TO THE CITY WOULD BE MINIMAL AND NO COST OF LABOR WOULD BE INCURRED TO TRANSFER OUR EXISTING TANK AND PUMP THAT WILL BE RE-USED TO EQUIP THE UNIT. THE COST OF THE REPLACEMENT TRUCK WILL BE 1500 TO 3500 DOLLARS DEPENDING ON THE U~XFiT THAT BEST FITS OUR APPLICATION AND THE SHIPPING COSTS. A 1988 MULTI-FUEL UNIT IS AVAILABLE RIGHT NOW FOR 1500 DOLLARS THAT WILL WORK FOR THE DEPARTMENT, BUT MAY NOT BE THERE LONG. WITH SEVERE DRY CONDITIONS AND UNSEASONABLE WARM WEATHER, IT WOULD BE IN THE BEST INTEREST OF THE CITY TO APPROVE NECESSARY FUNDING TO PURCHASE TI-frS UNIT.
