May 6, 1980
A regular meeting of the City Council of the City of Laurel, Montana
was held in the Council Chambers and called to order by Mayor, Larry D.
Herman, at 7:00 p.m., on May 6, 1980.

INVOCATION: Invocation given by Reverend Ferguson.
MINUTES: Minutes of the regular meeting of April 15, 1980, approved as
presented.
Minutes of the special meeting of April 16, 1980, approved as
presented.
CORRESPONDENCE: Received a letter from AFSCME Local 316 indicating they
would like to open up the entire contract for 1980-81 for contract language
and wages.
The letter was referred to the negotiating committee.
Letter from Earl Myers requesting the connection of roof drains from
the post office building, J. C. Penney building, and Scott building to
the storm drain running east and west on 1st Street.
The Street and Alley Committee and the City Engineer had no objection.
Motion by Al.derman Ehrlick to give Earl Myers permission to hook up
the roof drains to the storm sewer drain at his own expense, seconded by
Alderman Meyers. Carried.
Letters from Department of Transportation: one dated April 15th
in which they concur in the recommendation to award the ADAP project
No. 5-B0-0047-01 to Long Construction in the amount of $220,307.20;and
another letter dated April BOth stating that $244,923.00 of federal
funds have been obligated to accomplish the development described on
page 1 of the grant offer. The letter also stated that an enabling
resolution should be passed by the City Council approving the acceptance
of the grant offer and authorizing the appropriate officials to execute
the offer.
RESOLUTION NO. 1781
RESOLUTION AUTHORIZING THE ACCEPTANCE OF AN
AIRPORT DEVELOPMENT AID GRANT OFFER, PROJECT
NO. 5-30-0047-01, FROM THE UNITED STATES OF
AMERICA RELATING TO THE DEVELOPMENT OF THE
LAUREL MUNICIPAL AIRPORT.
Motion by Alderman Ehrlick that Resolution No. 1781
adopted, seconded by Alderman Meyers. Carried.
ALBERT EHRLICK -- STREET AND ALLEY COMMITTEE: Discussed
off-street parking on South 4th and condemnation procedures on South
{Mr. Olson's property). This was referred back to the committee for
study.

Motion by Alderman Behm to enter into the record the minutes of
April 28, i980, of the Street and Alley Committee, seconded by Alderman
Meyers. Carried.
CLAIMS: A copy of "Statement of Items Released for Payment" for the
Ap-~ claims has been presented to the Council for review.
Motion by Alderman Metzger to pay the claims as presented, seconded
by AIderwoman Carter. Carried.
PROGRESS REPORTS: Construction progress reports were presented and re-
viewed.
DUANE BEHM -- GARBAGE COMMITTEE: There is still more work to be done
on the commercial rates; however, at this time Alderman Behm would like
to introduce a resolution to set the residential, multi-family and trailer
court rates as follows:
Residential -- $60.00 per year
Duplex or a residence with one apartment - $60.00 per year per unit.
Multi-family (3 or more units) - $60.00 per year for the first unit
and $54.00 for each additional unit.
Trailer Courts -- $60.00 for the first unit and $54.00 for each additional
unit.
RESOLUTION NO. 1780
BEING A RESOLUTION ESTABLISHING RESIDENTIAL, DUPLEX,
MULTI-FAMILY, AND TRAILER COURT GARBAGE RATES.
Motion by Alderman Behm that Resolution No. 1780 be passed and
adopted, seconded by Alderman Ehrlick. Carried.
Motion by Alderman Behm that we advertise for bids for a garbage
compactor.
Discussion -- it was suggested that the commercial rates be set
before purchasing any equipment. The motion died for the lack of a
second.
DICK METZGER reported on a letter to the editor commending Tom Alien
and Dick for doing an excellent job repairing a water break recently.
JET WASHER: It is back in operation after installing a new fuel pump.
The original pump was too light and did not have enough suction to get
the fuel to the carburetor.
SWEEPER: It is expected that the sweeper will be delivered to Laurel
by Friday, May 9th.
JOHN MacMARTIN: "601" funds -- presented requests for the mayor to
sign to draw down funds to purchase land for sewer plant expansion
(this purchase is 75% federal and 25% by the City of Laurel).
Motion by Alderman Ehrlick to authorize the mayor to request
$26,250.00 from the Farmers Home Administration for the purchase of
land from Cenex to be used for future expansion of the sewer plant,
seconded by Alderman Meyers. Carried.
PARKS: Laurel,Yellowstone City-County Planning Board -- last month
(April 15, i980) there was an error in the request for funds from the
Laurel-Yellowstone County Park Fund for planning a softball complex in

High Point Subdivision. The contract read $2,100.00, and it should
have read $2,400.00. A new request and agreement was presented for
approval.
Motion by Alderman Ehrlick to give the mayor authority to sign the
agreement between Cumin Associates, the Laurel-Yellowstone City-County
Planning Board, the City of Laurel, and the Laurel Softball Association,
seconded by Alderwoman;Carter. Carried.
MAPPING:
Motion by Alderman Meyers to authorize the mayor to sign a 100%
grant request in the amount of $50,000.00 from the Farmers Home Admini-
stration for the purpose of Utility Systems mapping and planning, seconded
by Alderman Metzger. Carried.
MAYOR'S COMMENTS: City Hall renovation -- briefed the council on the work
being done at the present time. They are removing the two overhead doors
so that windows can be installed. We will be looking at it step by step
as funds are available. It will not be bid out in any one big project. It
will be renovated in phases.
Movie Haus is celebrating its 60th year of business and there will be
a special celebration at 6:30 p.m. on May 7th.
DON MEYERS -- SID 100: Alternate drain ditch -- a meeting was held a few
days ago regarding a drain ditch between two neighbors, Paul Mogan and Ed
LaPrath.
The way it was originally set up the ditch was supposed to drain east
on East 8th Street. It was recommended that instead the ditch could drain
down Cottonwood and into the East 7th Street drain ditch. The water will
get there eventually anyway, and this way it will save using 3 more culverts.
Motion by Alderman Meyers to amend the original resolution; to run
the drain ditch down Cottonwood and into the East 7th Street drain ditch,
seconded by Alderman Ehrlick. Carried.
SUE CARTER reported on a workshop, Sanitarian's & Pool Operator's Training
Conference, to be held May 19--23 in Helena at Jorgenson's Holiday Inn.
Sue suggested that someone should attend this meeting.
Motion by Alderman Meyers to authorize Sue Carter to send someone to
this workshop, seconded by Alderman Metzger. Carried.
There being no further business to come before the council at this
time, the meeting was adjournedat.p.m. ~
