A regular meeting of the City Council of the City of Laurel, Montana,
heid in the Council Chambers and called to order by Ma~or Larry D. Herman,
1980.

INVOCATION: Invocation given by Bill Brennan.
MINUTES: Minutes of the regular meeting of March 18, 1980, approved as
presented.
CORRESPONDENCE: Letter from Laurel Chamber of Commerce regarding a meeting
to form an Advisory Committee to help and advise the School Board on the
Drug and Alcohol problems in Laurel. The meeting was on March 24, 1980,
and Don Meyers attended..
Letter from Montana Department of Community Affairs regarding a workshpp
to be held on April 17, 1980, at the Colonial Inn in Helena beginning at 9:00
a.m., dealing with programs that require legislative .action.
Letter from Walter Reich protesting the location of the Booster Station
in Murray Park. Discussion followed regarding location and cost of moving it
further west.
Motion by Aid. er.man. Mey.ers to move the Booster Station further west approxi-
mately another 39', which would make it close to the property line, only if
funds are available, seconded by Alderwoman Carter. Carried with Alderman Behm
voting, "no."
CLAIMS: A copy of "Statement of Items Released for Payment" for the March
claims has been presented to the council for review.
Motion by.Alderman Metzger to pay the
Alderwoman Carter. Carried.

for review and they will make a recommendation at the next regular council
meeting.
DUANE BEHM -- GARBAGE COMMITTEE: The committee met for about 3½ hours on
March 31, 1980, and set tentative rates on residential, multi-family, and
commercial units. A hearing date was set for April 16, 1980, at 7:00 p.m.
The clerk was ordered to place a notice in the Laurel Outlook.
Alderman Behm rode the garbage truck for a week in preparing a survey
of the commercial garbage users. Alderman Ehrlick and Alderman Burns commended
Duane Behm for the long hours and hard work that he has put into establishing
new garbage rates.
Motion by Alderman Behm to enter into the record the Garbage Committee
minutes of March 31, 1980, seconded by Alderman Ehrlick. Carried.
CURT McKENZIE discussed a proposed ordinance regarding payment of inspection
fees and posting of bonds before any cuts may be made in city streets, etc.
ORDINANCE NO. 680
REQUIRING PAYMENT OF INSPECTION FEES AND
POSTING OF BONDS BY ANY PERSON, PARTY,
CORPORATION, BUSINESS, OR UTILITY DESIRING
TO PERFORM CONSTRUCTION OR MAINTENANCE WORK
IN ROADS, STREETS, ALLEYS, OR THOROUGHFARES
IN THE CITY OF LAUREL, MONTANA, BEFORE SUCH
WORK MAY BE STARTED.
Motion by Alderman Ehrlick that Ordinance No. 680 be passed and adopted,
seconded by Alderman Meyers. Upon a roll call vote, all aldermen present
voted "yes."
SUNHAVEN TRAILER COURT: The City is having problems because it was never
formally platted.
Back in 1972 the City approved this trailer court. According to the
Council minutes of January 3, 1972, the City/County Planning Board was in-
volved with it and they approved it. There was some controversy as to whether
this trailer court would be developed.

The Zoning Board of Adjustments held about nine meetings and then approved
Then in Resolution No. 1421 the City boundary was extended to include the
trailer court in March, 1972. In April, 1972, the City issued a permit for
the trailer court pursuant to the diagram.
The problem is the City has to get this on record. The road going through
the trailer court is a private road and not one that will be maintained by
the City.
This should have been done in 1972, but back then you did not have to plat
trailer courts, so it was approved by the Council subject to the then existing
trailer regulations.
A resolution is necessary to correct this problem.
RESOLUTION NO. 1778
APPROVING AMENDE~ PLAT OF BLOCKS THREE (3) AND
FOUR (4), NUTTING BROTHERS SUBDIVISION, KNOWN
AS SUNHAVEN TRAILER COURT, AND VACATING CERTAIN
STREETS AND ALLEYS.
Motion by Alderman Meyers that Resolution No. 1778 be passed and adopted,
seconded by Alderman Metzger. Carried.
MAYOR'S COMMENTS: Reminded the Council that the Collective Bargaining Workshop
dates have been changed to April 14, 15, and 16, 1980.
There being no further business to come before the Council at this time,
the meeting was adjourned at 8:03 p.m.
