Herman, 7:00 p.m., on March-4,-1980. COUNCIL MEMBERS PRESENT: Albert Ehrlick Harold Burns Duane Behm Donald Meyers COUNCIL MEMBERS ABSENT: none INVOCATION: Invocation given by Reverend Bill Brennan Susan Carter Terry Fink Ervin Metzger Dallas Decker. was at MINUTES: Minutes of the regular meeting of February 19, 1980, approved as presented. Minutes of the special meeting of February 12, 1980, approved as presented. CORRESPONDENCE: Letter from Montana Department of Community Affairs regarding a workshop to be held at the Colonial Inn in Helena March 26th and 27th. It will cover Expense and Revenue Budgeting, Budget Monitoring, and Cash Manage- ment. The City Clerk will attend this workshop. Received a contract from the "Happy Four"~dance band in the amount of $350.00 for the employee Christmas party to be held on December 6, 1980. Motion by Alderwoman Carter to authorize the mayor to sign the Happy Four dance band contract, seconded by Alderman Brennan. Carried. Received a letter from Dr. R. L. Tur¢otte regarding his development of a mobile home court known as Westgarten Subdivision. As part of the project he will have to extend a sewer line to his property. He is requesting the city to make some ¢ommittment that if in the future there are other property owners who want to connect to his sewer line, that he be reimbursed for their fair prorata share. The mayor referred this letter to the Public Utilities Committee for a recommendation. CLAIMS: A copy of "Statement of Items Released for Payment," which are the February claims, has been presented to each council member for their review. Motion by Alderman Metzger to pay the February claims as presented, seconded by Alderwoman Carter. Carried. AMENDMENTS TO ORDINANCES: ORDINANCE NO. 678 (amending Ordinance No. 675) UTILITIES AND LOT IMPROVEMENTS Motion by Alderman Ehrlick that Ordinance No. 678 be passed and adopted, seconded by Alderman Metzger. Upon taking a roll call vote all council members present voted, "yes." ORDINANCE NO. 679 (amending Ordinance No. 676) BUILDING PERMITS REGARDING SUBDIVISIONS Motion by Alderman Meyers that Ordinance No. 679 be passed and adopted, seconded by Alderman Ehrlick. Upon taking a roll call vote all council members present voted, "yes." page 2 Minutes of the City COuncil of Laurel DONNA KILPATRICK: Laurel Women in Business -- Anti-litter Campaign. They are going to promote Earth Week which is April 12--19, 1980. They would like everyone's cooperation and active participation. From the city they are asking for help in getting garbage containers located on certain corners of the downtown business area and also some assurance that the litter law will be enforced. Alleys appear to be a big problem, and she would like to know if there was some way that it could be impressed upon the merchants to keep the alleys clean and the garbage put in the containers. They would like to coordinate their clean-up campaign with the city's spring clean up. Schools will be contacted in an attempt to get the students involved because they are one of the biggest offenders. The mayor said that he will proclaim April 12--19 as Earth Week. The mayor also suggested that the department heads look into the feasibility of installing garbage containers on street corners. FINANCIAL REPORTS: The City Treasurer's and City Clerk's January Financial Statements were presented. Motion by Alderman Metzger to approve the financial reports as presented, seconded by Alderman Meyers. Carried. KEN BEVEN -- BURLINGTON NORTHERN EASEMENT: Presented and explained the assign- ment and easement on transfer of a water line in the Nutting Subdivision, 2nd, to the City of Laurel. The City Attorney and City Engineer are reviewing these documents to make sure everything is in order. Mr. Beven asked the council to authorize the mayor to sign these documents if they meet the standards of the City Attorney and Engineer. Motion by Alderman Meyers to grant the Mayor authority to accept the ease- ment and assignment on behalf of the City of Laurel, seconded by Alderman Brennan. Carried. DON MEYERS: Reported that the alley at 119 East Main has a drainage problem. This matter was referred to the Street and Alley Committee. JOHN SMITH -- AIRPORT CONSTRUCTION: In December (see minutes of 12/18/79) per- mission was given to submit a pre-application on funding of the proposed con- struction and rehabilitation, which has since been approved, with the city's participation not to exceed $55,000.00. Since that time the Federal Government has changed their funding ratio from 80/20 to 90/10; however, the estimate of the project has gone up, so everything they want to do can not be done such as lighting. The project would be to rehabilitate the runway, the apron area and also make it larger, install a parallel taxiway and some others. Mr. Smith requests that a bid date be set. Discussion followed. Motion by Alderman Ehrlick to let bids for the airport construction on April 1, 1980, and grant permission to submit a pre-application for 1981, seconded by Alderman Fink. Carried with Alderman Brennan voting "no." page 3 Minutes of the City Council of Laurel ALBERT EHRLICK -- TRAFFIC LIGHT AT 1st AVENUE AND 6th STREET: With the antici- pated increase in traffic at this intersection when the new post office opens, and along with the present high school traffic, the Street and Alley Committee feels that a traffic light wii1 be necessary. Curt McKenzie will contact the State to see if there is funding available, as it has been estimated that a traffic light will cost $25,000 to $30,000. Mr. Ehrlick also asked if they could get more help from the Police Depart- ment in controlling traffic in this area until the situation is corrected. The Mayor ordered the City Clerk to write a letter to Alan Crowe regarding this matter and to be more observant during noon hour and after school lets out. MAYOR'S COMMENTS: Reminded the council of a Collective Bargaining Workshop in Billings on March 31st, April 1st and 2nd. Gave a report on the progress of all the construction projects going on in the City at the present time. Reported that the City has received several applications for Police Chief and the Police Commission will start interviewing on March 15th. There being no further business to come before the council at this time, the meeting was adj°urned at 8:15 Do~~l~ L~~.
