Approve minutes of previous meeting 3. Acitivity Report Minutes of the Yellowstone County Air Pollution Control meeting held January 9, 2001 at the Yellowstone County Air Pollution Control Office. Members Present: Mr. Wade Steinmetz, Mr. L.D. Collins, Ms. Michelle Reed, Mr. Bill Shikany, Mr. Rich Schilf, Dr. Mark Waddington. Others Present: Mr. Steve Duganz, Mr. Russell Boschee Chairman L.D. Collins called the meeting to order at 7:35 P.M. Mr. Steinmetz moved to accept the minutes of the December 12`h meeting as written. Ms. Reed seconded, and the motion passed. Concerning December's Industrial Compliance, Mr. Duganz said no industrial activities were conducted. Concerning December's Administration, Mr. Duganz said our agency's budget was in good shape. He noted that it was mid-year budget review time, and he said several minor adjustments would be made. He noted the EMPACT grant awarded to Bison Engineering was moving along, but the FCC license will take longer to obtain than anticipated. He noted that the advisory committee members have been contacted, and hopefully they will meet soon. Concerning December's Air Quality, Mr. Duganz noted one burning permit was issued in December to that one person who couldn't wait until the first of January. He noted our agency issued 1750 permits this year, about the same as last year. He presented an abbreviated Data Summary for 2000 summarizing some of the important numbers. He noted that Senate Bill 126 has been introduced by Senator Bohlinger which would drop the one-hour violations from 18 times a year to 3 times a year and would require modeling to ensure compliance with ambient standards. He noted that the Department of Environmental Science is not backing this bill. Therefore, its passage is questionable at this time. Chairman L.D. Collins adjourned the meeting at 7:45 P.M. I. INDUSTRIAL COMPLIANCE A. The pet crematory at Laurel East Veterinary Service was inspected and found to be operating with no visible emissions. The hours the incinerator operates is continuing to increase. 11. ADMINISTRATION A. With 58% of the fiscal year over, we have expended approximately 56% of our budgeted funds. We have requested another quarters reimbursement from the State and the full year contribution from Laurel. B. A letter was written to an individual near Shepherd whose neighbor accused him of burning garbage. The individual called and stated that it wasn't him. C. Information was sent to a high school student in Ballantine who was doing a science fair project on air pollution. D. Senate Bill 126 by John Bohlinger requiring further sulfur dioxide reductions in the area has been tabled. III. MEETINGS A. The first meeting of the Advisory Committee for the EMPACT project was held. Sixteen individuals attended and were given an update on the project. Equipment has been ordered, and we should have data available on the Internet by mid- to late March. IV. AIR QUALITY A. During the month of January, 120 open burning permits were issued. B. Included with this report are three data summaries for 2000 - one for Billings, one of the high 24-hour averages for sulfur dioxide and another of the high 5-minute averages for 1999 and 2000. There is no standard for the 5-minute average, but EPA is looking at a 0.600 ppm intervention level. C.
