BEING AN ORDINANCE PROHIBITING SO-CALLED "PIG TAIL" WATER
TAPS, OR A TAP ONTO AN EXISTING WATER TAP, FOR CITY WATER,
EITHER OUTSIDE THE CITY LIMITS~ OR WITHIN THE CITY LIMITS,
AND DECLARING IT AN EMERGENCY, BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF LAUREL;
WI~EREAS, the City of Laurel has previously declared
that it would not extend water service to any person or area
outside the corporate limits of the city, and,
W~EREAS, this declaration and policy has caused
people to tap onto existing water service lines of adjacent
property owners thus obviating the intent of the City's
prohibition against any new service outside the city limits,
and,
W~EREAS, these so-called "pig-tail" water taps are
causing a serious burden on existing mains and causing
shortages of pressure and volume flow to present water users
outside the City, and,
WHEREAS, this condition has further created, or
will create, serious health and safety problems, and cannot
be properly controlled by meters or shut-off valves, and,
WHEREAS, the City Council finds that an emergency
situation now exists in connection with "pig-tail" taps, or
taps onto existing taps, either outside or inside the city
limits.
NOW THEHEFORE, IT IS HEREBY ORDAINED that from and
after the passage of this Ordinance no additional, or new,
pig-tail taps, or taps upon existing taps, for city water
shall be made whether within, or outside the City Limits of
the City of Laurel, except by the express approval of a
majority of the City Council upon a clear showing of necessity
or hardship.
An emergency having been heretofore declared, this
Ordinance shall be in full force and effect inu~ediately upon
its passage.
