BEING AN ORDINANCE PROHIBITING THE USE OF PUBLIC STREETS FOR
STORAGE OF MOTOR VEHICLES, TRAILERS, BOATS, INOPERATIVE OR ABANDONED
MOTOR VEHICLES,
W~EREAS, a considerable number of recreational vehicles and
inoperative or abandoned motor vehicles have been occupying parking
space on the streets of the City of Laurel, and
WHEREAS, it is the opinion of the City Council that the
parking of said vehicles on public streets for an extended period of
time constitutes a hazard to the public safety, reduces parking areas,
and is detrimental to the esthetic qualities of the City, and
WHER/~AS, it is hereby declared to be the policy of the
City that the owners of said vehicles be required to park or store
said vehicles upon their own property or upon other private property, and
WHEREAS, it is hereby determined that an emergency exists for
the public safety.
IT IS HEREBY ORDAINED:
No person shall park or store a motor vehicle, trailer or
boat or abandon the same on any public street within the City of
Laurel continuously for a period exceeding seven (7) days.
The registered owner of record of any motor vehicle, trailer
or boat as shown by the Registrar of Motor Vehicles shall be deemed
to be owner of the same for the purposes of enforcing this ordinance.
Each day a motor vehicle, trailer or boat in violation of
this ordinance constitutes a separate and distinct offence and the
owner is subject to a separate and additional penalty for each and
every day of violation.
Any motor vehicle, trailer or boat which is parked or stored
in any public street in the same place continuously for a period of
fourteen {14) days or more, shall be presu/~ed to have been abandoned
by the owner and shall be towed to the City Pound or placed in custodial
storage. The owner of any motor vehicle, trailer or boat towed to the
City pound or custodial storage place may reclaim the same upon the
payment of all accrued fines, towing and storage charges.
Impounded and unclaimed motor vehicles, trailers, and boats
be sold at public auction in the manner and time prescribed by
the ordinances of the City of Laurel.
Every person who violates the provisions herein shall
be guilty of a misdemeanor and punishable by a fine not less
than $5.00 nor more than $300.00 for each offense or each day
of violation.
An emergency having heretofore been declared, this
ordinance is effective immediately upon passage.
