BUDGET/FINANCE COMMITTEE
FEBRUARY 14, 2000 7:00 P.M.

Fire Chief Jim Stevens, along with Brian Fox and Dan Mears of the Fire Department, addressed
the committee regarding the failing air compressor. The unit was purchaSed in 1982 and rebuilt
in 1993. The cost to rebuild it again would be approximately $3,000, but the department's
opinion is that the unit is no longer adequate, i.e. the department has "outgrown" it. Mr. Fox
obtained quotes for a new trait (copy attached) with a 6000 PSI output and an ISO 9000 rat'mg.
Since the department requires the use of breathable bottled air on nearly every call, and since the
compressor is wearing out sooner than planned, the committee recognized the need to replace it.
The department chose LN Curtis' quote of $15,300 plus installation. This cost is below the
$20,000 minimum requirement for competitive bidding (MCA 7-5-4302). The committee
discussed several options for funding the new compressor, since it was not budgeted, and
decided to use Intercap. Jim was instructed to work with Mary to process the paperwork to
replace the old compressor with a new one.
Mary told the committee that she had been approached by a company called Mailing Technical
Services of Billings. This company proposed to process the city's mail at a lower rate than the
post office could offer. They can do this by getting volume discounts by combining all their
clients' mailings. After discussion, the committee instructed Mary to get more background
information, including references, and to bring it to the next meeting.
The committee reviewed and approved the following purchase requisitions:
GENERAL FUND:
Purchase new ambulance soft-ware and annual maintenance $ 3,000.75
Set up and configure final workstation, security, Internet 1,272.08
City share of RC&D services 600.00
WATER FUND:
Six 1" Badger meters
650.97
The committee recommended that Cathy travel to Livingston to see the new ambulance program
in use there.
The committee reviewed the comp/OT reports for PPE 2/6/00 as well as reviewed and approved
the payroll register for the same period.
The January financial statements were briefly discussed. Mary informed the committee that she
is in the process of correcting the various account numbers to bring the accounting system into
full compliance with BARS.
Mary told the committee that she has waited to get the budget worksheets out to the department
heads until the account numbers were corrected. She was instructed to get them out as soon as
possible and to work on preparing a budget calendar.
The committee again discussed the need for the city to promote education and information to the
public. Mary will check on costs of publishing a monthly calendar of city committee meetings.
Bud voiced concerns over the level of staffing in relation to the various complex projects
undertaken by the city. He asked if the city should utilize more outside resources. He felt that
the city should assess the human resources available to identify needs, especially for the water
intake project, the sewer I & I and rate increase, and the garbage rate increase. He is concerned
we may be "over-using" the staff and asked the committee for their input. Discussion followed.
It was agreed that planning and direction are needed. In order to get the process started, there
will be a preliminary budget/brainstorming session with the Budget/Finance Committee and
department heads on Wednesday, February 23rd, at 7:00 p.m. in the Old Council Chambers.
The next regular meeting of the Budget/Finance Committee will be March 6, 2000 at 7:00 p.m.

The Fire Dept. is in need of replacing the breathing air
compressor at the fire hall. The compressor that is in service now
is going on 20 years old and is at the limits that it can serve
us. The unit at this time is just barely operational.
The following companies have submitted prices on units that,
with fire dept. specs, that will allow the Laurel Volunteer Fire
Department to grow into the next 20 years.
