HomeMy WebLinkAboutOrdinance No. 627· ORDINANCE NO. 627 AN ORDINANCE ADDING CHAPTER 2.10, Sections 2.10.030 and 2.10.040j TO THE "REVISED ORDINANCES OF THE CITY OF LAUREL, 1961," ESTABLISHING THE OFFICE OF AND DEFINING THE DUTIES OF THE PERSONNEL DIRECTOR BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LAUREL, MONTANA: Section 1: There is hereby added to the "REVISED ORDINACES OF THE CITY OF LAUREL, 1961" Chapter 2.10, Sections 2.10.030 and 2.10.040 , establishing the office of and defining the duties of the Personnel Director, to read as attached hereto as exhibit "A" and made a part hereof. Section 2: All Ordinances or parts of Ordinances in conflict herewith are hereby repealed. Section 3: This ordinance shall be in full force and effect thirty (30) days after its passage. Introduced at a regular meeting of the City Council on Oct. 5th ,1976, by Alderman Kilpatrick PASSED and APPROVED byth~'f~il of the City of Laurel, this 19th day of ATTEST: ~~)'~~ Cit]f Clerk Approved as to form: City Attorney 2.10.030 2.10.030 Appointment of Personnel Director. There is hereby created the office of Personnel Director, who shall be appointed annually by the mayor, by and with the advise and consent of the council, on the first day of May, or as soon thereafter as possible. He shall hold his office for the term of one (1) year and until his successor is appointed and has qualified. Before entering upon the duties of his office, he shall take the oath prescribed by law for all city officers. 2.10.040 Duties of Personnel Director. The duties of the Personnel Director are as follows: 1. Research to find and develop better personnel policies and practices. 2. Maintain the present personnel classifications in current status. 3. Drawing up new Job descriptions and maintaining them. 4. Draft a Personnel Mandhook. ~unction as the single point of contact for applicants for employment with the city; in response to personnel requisitions from department heads, screens potential employees or arranges for interviews with department heads for applicants who meet established criteria. 6. Develop personnel forms and records. 7. Establishes and maintains individual personnel files. Keeps records of personnel transactions such as vacation, sick leave, leaves of absence, attendance, salary increases, promotions, demotions and transfers. 9. Maintain an information center where municipal employees can obtain personnel information. 10. To maintain a constant efficiency surveilance throughout the entire City personnel force, to keep both the personnel committee and the indi~ual department supervisors informed as to what is observed, and aid the supervisors in solving any problems. 11. To give prompt action to any grievances filed under the bargaining agreement. 12. To aid the City negotiation committee in all negotiations 2.10.040 2.10.040 with the union and keep an accurate record of same. 13. To perform such duties as the council may determine not inconsistant with duties of his office. (Ord. ., 1976).
