BEING AN ORDINANCE ESTABLISHING THE RULES
GOVERNING THE LAUREL PARK A~D REU~(~TION
CO~4ISSION.
WHEREAS, it is in the public interest and necessity that the City el~
~aurel establish the rules g~verning the Laurel Park ant Recreation
Commission,
IT IS HEREBY ORDAINED:
1. CREATION~ ~ITLE~ COF~O~ITION; QUALIFICATIONS: There is here~y
createa ant provide~ an official body of the City to be known as th~ "Laurel
Park an~ Recreation Commission," which body shall consist o~' seven (7)
members who shall be residents el' the City and possess the qualit'ications
required by tins statutes ok %ne State for tn~ office of Mayor; it ~eing
providea~ ~ow~ver, %nat one member of t~e comm~issmon s~ll he culy el~t~,
qualified and acting alderman of the City and one member shall he duly
elected, qualified and acting member of the School Board, District 7 or
their duly appointed representative.
2. APPOINTMENT~ OATH OF OFFICE: The members of the Laurel Park and
Recreation C~mnission shall be appointed by the Mayor and confirmed by the
City Council. The memhe~s of the Commission shall, within ten (10) days
after being notified of their appointment, sign the oath of office required
by law to be signed by City officers and file the same in the office of the
City Clerk.
3. TERM OF OFFICE~ VA. CANCIES: The term of office for each member of
the Laurel Park and Recreation Commission shall be for~a period of three (3)
years from and after the first Monday in May of the year in which appointed,
and until his successor is appointed and qualified~ unless the appointment
shall he made to fill a vacancy, in which case he shall hold office for the
unexpired term of the person who ceased to he a member of the commission
and whom he is succeeding.
The alderman member and the school board member's terms shall coincide
with their terms ef office in their respective governing bodies unless the
Mayor~ with approval of the Council, sees fit to replace them before their

service is completed with their respective b~dy~
4~ OR. GANIZATION~ QUORUM: The members of the Laurel Park and
Recreation Cc~mission shall meet within ten (10) days after receiving
notice of their appointment, and orgamize by the election of a chairman
and a vice-chairman from their own number, and they shall designate a
secretary who may be either a member of the Commission or another suitable
person as the Commission may see fit. Four (h) members of the Laurel Park
and Recreation Cmamissic~ shall constitute a quorum for the transaction
of business at any stated meeting or meeting regularly called,
5, MEETINGS: The Laurel Park and Recreation Commission shall meet
at least once during each calendar quarter, and at such other times at
the call of its officers or at the request of the Mayor.
6. POWEr. AND ~D~TIES: The Laurel Park and Recreation Commission
shall have full charge, control and management of everything pertaining
to the parks of the City, and is given such authority over parks and the
property pertaining thereto as is authorized by the laws of the State.
The Laurel Park and Recreation Commission shall have power and authority
to establish, acquire, maintain and conduct playgrounds, swimming pools,
baths, gymnasiums, recreation halls, recreation places~ recreation centers
and athletic activities at any place within the corporate limfts of the
City and within three (3) miles from such corporate limits, and shall have
power to provide for entertainment, plays, concerts and celebrations.
The Commission may receive donations and gifts from individuals,
corporations or others for any purpose within the powers of the board.
7. .A.UTHO~ITy TO ADOPT RULES AND REGULATIONS~ ETC o: The Laurel Park
and Recreation C~ission is hereby empowered to adept such rules and
regulations, and to establish such fees and charges to govern the parks as
it may deem just and proper, or as the City Coumcil may direct; subject,
however, to supervisory control by the Mayor and the City Council.
8. GRANTING OF FR~.. CHISES~ EXECUTION OF CONTRACTS~ ETC.: The City
Council hereby expressly reserves to itself full authority to grant any
and all franchises, and to execute all contracts, leases or other legal

instl--,~nts in connection with the parks,
9. _DIF~. CTOR OF PAP~..AND RECREATION: The board of park commissioners
shall appoint a suitable person as superintendent of parks who shall also
act as recreation director and pool manager and shall be paid such salary
and serve for such term as the board of park commissioners shall determine.
This person will usually be the board chairman but the Jobs may be designated
to other persons if the Commission sees fit.
