HomeMy WebLinkAboutCity Council Minutes 11.05.2013 MINUTES OF THE CITY COUNCIL OF LAUREL November 5, 2013 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Ken Olson at 6:30 p.m. on November 5, 2013. COUNCIL MEMBERS PRESENT: Doug Poehls Mark Mace Scot Stokes Chuck Dickerson Tom Nelson Bill Mountsier COUNCIL MEMBERS ABSENT: Emelie Eaton Bruce McGee OTHER STAFF PRESENT: None Mayor Olson led the Pledge of Allegiance to the American flag. Mayor Olson asked the council to observe a moment of silence. MINUTES: Motion by Council Member Dickerson to approve the minutes of the regular meeting of October 15, 2013, as presented, seconded by Council Member Poehls. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6 -0. CORRESPONDENCE: Laurel Chamber of Commerce: Minutes of September 19, 2013; Agenda for October 17, 2013. League of Women Voters of Billings, MT: Letter of October 15, 2013 regarding nominations for its first Joan Harwood Galles Making Democracy Work Award. PUBLIC HEARING. CONSENT ITEMS: • Claims for the month of October 2013 in the amount of $554,194.49. A complete listing of the claims and their amounts is on file in the Clerk- Treasurer's Office. • Approval of Payroll Register for PPE 10/13/2013 totaling $170,360.21. • Approval of Payroll Register for PPE 10/27/2013 totaling $183,365.72. • Receiving the Committee Reports into the Record. -- Budget/Finance Committee minutes of October 15, 2013 were presented. - -Park Board minutes of October 3. 2013 were presented. -- City- County Planning Board minutes of October 3, 2013 were presented. -- Public Works Committee minutes of October 7, 2013 were presented. -- Council Workshop minutes of October 29, 2013 were presented. -- Laurel Urban Renewal Agency minutes of September 16, 2013 were presented. The mayor asked if there was any separation of consent items. There was none. Council Minutes of November 5, 2013 Motion by Council Member Mace to approve the consent items as presented, seconded by Council Member Dickerson. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6 -0. CEREMONIAL CALENDAR: None. REPORTS OF BOARDS AND COMMISSIONS: None. AUDIENCE PARTICIPATION (THREE- MINUTE LIMIT): None. SCHEDULED MATTERS: • Confirmation of Appointments. Laurel Ambulance Service: Mayor Olson appointed Eric Needham and Bill Lohrenz to the Laurel Ambulance Service. Motion by Council Member Poehls to approve the Mayor's appointments of Eric Needham and Bill Lohrenz to the Laurel Ambulance Service, seconded by Council Member Nelson. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6 -0. • Resolution No. R13 -85: A resolution of the City Council authorizing the Mayor to sign a Cooperative Agreement and Noxious Weed Management Plan with the Yellowstone County Weed Board. Motion by Council Member Poehls to approve Resolution No. R13 -85, seconded by Council Member Mace. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6 -0. • Resolution No. R13 -86: A resolution of the City Council approving the Mitigation Credit Purchase Agreement and authorizing the Mayor to sign the agreement with Beartooth Mitigation as part of the City's Riverside Park Bank Stabilization Project. Motion by Council Member Nelson to approve Resolution No. R13 -86, seconded by Council Member Poehls. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6 -0. • Ordinance No. 013 -03: An ordinance amending Title 6 of the Laurel Municipal Code entitled "Animals" to update the City's ordinance for the regulation of animals within the city limits including but not limited to dogs, cats, wild /exotic and dangerous animals. First reading. Motion by Council Member Mountsier to adopt Ordinance No. 013 -03, seconded by Council Member Poehls. There was no public comment or council discussion. A roll call vote was taken on the motion. All six council members present voted aye. Motion carried 6 -0. The public hearing and second reading of Ordinance No. 013 -03 will be on the November 19' h council agenda. ITEMS REMOVED FROM THE CONSENT AGENDA: None. COMMUNITY ANNOUNCEMENTS (ONE- MINUTE LIMIT): None. COUNCIL DISCUSSION: • Review of Monthly Reports: Police, Fire, Ambulance, and Code Enforcement: None. Mayor Olson stated that Veterans' Day is on Monday, November 11 and he asked everyone to show appreciation to all veterans for their service to the country. Mayor Olson mentioned that election ballots could be turned in at the high school tonight. 2 Council Minutes of November 5, 2013 UNSCHEDULED MATTERS: None. ADJOURNMENT: Motion by Council Member Stokes to adjourn the council meeting, seconded by Council Member Nelson. There was no public comment or council discussion. A vote was taken on the motion. All six council members present voted aye. Motion carried 6 -0.
