Park Board Minutes
From Thursday, October 3, 2013
In attendance were Mark Mace, Chuck Dickerson, LuAnne Engh, and Gretchen Paulson. Kurt Markegard from
Public Works and guest Penny McSweyn also attended. Called to order at 5:30pm. Penny is considering
joining the Park Board.
1. Public comment:
No public participation
2. Discussion on "Town Square ".
Town square was not discussed. Kurt took us on a "field trip" in the Laurel Transit bus to see the new 13-
acre park and Riverside Park.
3. Riverside Park construction and possible field trip
• 800 yards of sand will be added after fixing 300 feet of river bank. A boat dock will be added facing toward
downstream. The same will be coming from a local pit - near duck creek.
• October 8 work will begin on the river. It will take an estimated 90 days, this is the window to complete
the project.
• Rip Rap (big rocks) will be added to the river front to help prevent future erosion. Willow steaks (starter
plants) will be added in the rock under the rip rap and then hydroseed will be done in the spring.
• The new boat ramp will be tied into the current asphalt roadway in the park.
• A berm will be built in between the trees and the flowing river. It is a earthen non -levy.
• The first 300 feet east of the bridge will be built out North into the river. The next section to the boat
ramp will slope in.
• Riverside Park update: 3 buildings were taken out since the end of August; 1. garage, 2. old house used for
storage, 3. caretaker building
• The groups still using Riverside Park and buildings: American Legion, Rifle Club and Jaycees
• Pricing for clean up of remaining buildings still to be assessed.
4. Discuss when to physically walk around the 13 -acre Yellowstone County parcel on East Maryland.
• Meet at the park site on the off Tuesday, October 22nd. The mayor has invited the school district and
county personnel to meet at the new park.
• We should consider the skate park and dog park for this location. Walking trails and a sufficient parking lot
would also be a great addition to the location.
• Maybe driving through with 4- wheelers would be a great start to making trails.
• To get rid of the overgrowth of Russian Olive trees, the best method would be to burn them once they are
cut down. We discussed getting a dumpster and throwing them away, but we didn't want to put those
noxious weeds into the garbage facility or even the transfer station. The seed pods would fall off and
cause more growth.
5. Other
I suggest we revisit 2 items that were not discussed at the September meeting. No motion was made or
discussion on this. Items not previously discussed:
• Notices to ask non -profit groups to sponsor a small park parcel for cleanup
• Sign donation from LaFlesch family.
The Park Board meeting adjourned at 6:20pm.
