Tom opened the meeting and there was no public in attendance.
Phase I Project — Water pipe from pump to cemetery:
Tom stated that Kurt has been working on this and he asked him to present it.
Kurt said he was tasked with getting costs and information to make this project go forward. He
distributed a Cemetery Irrigation Line Progress sheet for the committee to follow.
1. Contractors Contacted —
• Castlerock Construction is the only company who does pipe bursting. We received two bids,
one for the area from pipe to east side of Buffalo Trail and one from that point to the
cemetery.
• Contacted state highway department and they will not allow pipe bursting under highway,
they require casement pipe.
• Waiting on price for trenching and boring from Schessler Ready Mix, Dick Anderson
Construction, CSI Construction and Williams Civil.
• The city's purchasing policy will allow small service contract up to $80,000 but we need two
bids.
2. Pump, VFD and Electrical
• Pump rewind for VFD from L&J Machine is around $1,600.00.
• Yellowstone Valley Electric's cost to bring 3 -phase power is about $17,000.00 plus the cost
for highway boring. We are looking to see if same company that bores for us under highway
would do it for YVEC, since they would have to contract it out.
• Checked with Ace Electric regarding VFD; either open delta (no neutral) or 3- phase.
• Mayor Olson said VFD will serve a better purpose for our long term goals. This would
prevent hammering of the water lines and also allow a telemetry unit where the sprinklers can
be run from a unit at the cemetery shop. This would allow for better time management and
allow up to three water settings a day.
3. Easements for Old Irrigation Line
• Kurt found three easements. They date back to 1946 and 1947 and the pipe is a cast iron line.
Bob Schessler said the line runs in their wheat field. The easements are 15 feet wide and
would affect three landowners.
• Discussion about what would be the most responsible way to go, trenching versus pipe
bursting.
4. Recommendation from Cemetery Board
• Allow staff to present the lowest cost scenario to mayor and city council for action.
Motion by Wally, seconded by Scot to allow staff to present the most cost responsible scenario to Mayor
Olson and the city council for action. Motion carried.

Mayor Olson reviewed the costs associated with the project, as we are aware of at this time. He has
charged staff to look at future issues with the cemetery. At this time, there is not enough money for the
sprinkler system. The work load for the city crew is increasing and he is not in favor of having our crew
install a system. He would like to see someone do it that is licensed and bonded.
He is asking Kurt and staff to come back in November with a draft for a five year master plan for the
cemetery. Hopefully, this will be an efficient way of running the meetings and utilize our time wisely.
Tom said that over the next two months, he would like members to contact him or Cathy regarding items
they would like brought forward. The items can be put on the September and October agendas and it will
give Kurt a better idea of projects to concentrate on for the November meeting. He would like to set the
agenda two weeks prior to the meetings. At the November meeting, Kurt will bring forward items and the
committee can discuss them and create a plan for the next five years.
Wally said he read an article in a newspaper regarding the cemetery in Bismarck, North Dakota. They
had a problem with hills and gullies in an area where they wanted to expand, similar to what we have. It
took two years and lots of paperwork but they got it leveled by the Army Corps of Engineers for free.
The Corps did it for free because they needed practice using this type of equipment. Wally said he knows
John Walsh, the Lt. Governor, and he could call him to see what the army or other branches have and if
this would be something to consider. Tom gave him permission to contact John.
Kurt reported that we will be getting fill dirt from different city projects and also from one in Iron Horse
Subdivision. It will be used to fill in areas in the cemetery where it is needed.
Chuck reported on the work that is being done to set the stones for the unknown graves.
The meeting adjourned at 6:27 p.m.
