AN ORDINANCE PROVIDING FOR RULES GOVERNING
THE USE OF ClTY PARKS, INCLUDING RIVERSIDE
PARK, AND DECLARING AN EMERGENCY THEREFORE.
WHEREFORE, various groups of adults and various groups of
juveniles frequently congregate, use and party in the various City parks,
including Riverside Park; and
WHEREAS, very frequently excessive intoxicating liquors are
consumed and disturbance of the neighborhood and destruction of the park
property occurs; therefore, the City Council finds that it is necessary to
adopt rules and regulations, including registration and permits for the use
of the City parks and Riverside Park by the various groups;
NOW, THEREFORE, it is herewith ordained that the Park Com-
mittee 'of the city of Laurel shall have the authority to:
1. Draw up and adopt rules for the use of said parks, including
a permit and registration requirement by any group of people.
That such rules and regulations shall be posted in the various
park~ including Riverside Park; that from and after the post -
lng of such rules and regulations any person violating the same
~ shall commit a misdemeanor which shall be punishable by a fine
of not less than $50.00 nor more than $600.00 and/or a jail sen-
tence not exceeding six (6) months.
2. That the City Council finds that an emergency situation exists
and declares such an emergency and that this ordinance shall be
in full force and effect immediately upon' its passage.
