Monday, June 17, 2013
In attendance: Bill Mountsier, Tom Nelson, Bruce McGee (5:49)
Others: Iry Wilke, Darrell Johnson
Tom Nelson called the meeting to order at 5:36. The group reviewed the minutes from the June 10
meeting. Bill Mountsier made a motion to approve the minutes as presented. Tom seconded the
motion. The motion carried.
Seeing as there was no public comment Tom opened the floor to Iry Wilke of the Rifle Club. Iry stated he
had not made much progress but stated Darrell Johnson of the Rifle Club was in attendance and had
some concerns in moving forward.
Darrell Johnson said he had concerns. The first, dealing with membership as it relates to other
organizations, particularly the police department. He stated that the Rifle Club only allows shooting to
take place for members and that the way they have always operated due to insurance purposes requires
shooters to be members. He added that being a non - profit club the dues are important and the club
does not as a rule offer discounted rates. Darryl also added that if police are allowed to shoot there
would be limited availability with the number of events that are held. Some discussion followed. Bruce
McGee said he would like to talk with Chief Musson to gauge the police department's interest in using
the facility.
Iry brought up the condition of the building. He said that according to the lease agreement the exterior
of the building is the responsibility of the City, especially the roof. He also stated his concern with there
being no working bathrooms. Iry said the overall condition of the building is a pressing issue. Bruce
asked if this was a deferred maintenance issue or due to flooding. Iry responded by saying that the club
had done a lot of work at no cost to the City including upgrades to the electrical and ventilation systems,
pouring concrete and interior wall work among other things. He reiterated that his concern was with the
City's obligation to fix major repairs. He finished by saying he would like to see the roof and plumbing
fixes completed. A short discussion followed.
Darryl inquired about the possibility of using the outdoor range for the purpose of member shooting. A
short discussion followed and ultimately it was agreed that council would need to weigh in on outdoor
shooting due to safety concerns.
Members agreed the next meeting will be held July 1, 2013 at 5:30 pm
Bill motioned for adjournment, Bruce McGee seconded. The meeting adjourned at 6:22
