HomeMy WebLinkAboutCity Council Minutes 05.21.2013 MINUTES OF THE CITY COUNCIL OF LAUREL May 21, 2013 A regular meeting of the City Council of the City of Laurel, Montana, was held in the Council Chambers and called to order by Mayor Ken Olson at 6:30 p.m. on May 21, 2013. COUNCIL MEMBERS PRESENT: Emelie Eaton Doug Poehls Mark Mace Chuck Dickerson Bill Mountsier COUNCIL MEMBERS ABSENT: Bruce McGee Scot Stokes Tom Nelson OTHER STAFF PRESENT: Jan Faught Mayor Olson led the Pledge of Allegiance to the American flag. Mayor Olson asked the council to observe a moment of silence. MINUTES: Motion by Council Member Dickerson to approve the minutes of the regular meeting of May 7, 2013, as presented, seconded by Council Member Poehls. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5 -0. CORRESPONDENCE: Laurel Chamber of Commerce: Minutes of April 18, 2013; Agenda for May 16, 2013. PUBLIC HEARING. CONSENT ITEMS: • Clerk/Treasurer Financial Statements for the month of April 2013. • Approval of Payroll Register for PPE 05/12 /2013 totaling $165,279.18. • Receiving the Committee Reports into the Record. -- Budget /Finance Committee minutes of May 7, 2013 were presented. -- Health Insurance Committee minutes of May 2, 2013 were presented. - - City- County Planning Board minutes of May 2, 2013 were presented. - -Park Board minutes of April 29 were presented. - - Council Workshop minutes of May 14, 2013 were presented. -- Laurel Urban Renewal Agency minutes of March 18, 2013 were presented. - - Laurel Urban Renewal Agency minutes of April 15, 2013 were presented. - - Laurel Urban Renewal Agency minutes of May 6, 2013 were presented. The mayor asked if there was any separation of consent items. There was none. Council Minutes of May 21, 2013 Motion by Council Member Mace to approve the consent items as presented, seconded by Council Member Dickerson. There was no public comment or council discussion. A vote was taken —` on the motion. All five council members present voted aye. Motion carried 5 -0. CEREMONIAL CALENDAR: None. REPORTS OF BOARDS AND COMMISSIONS: None. AUDIENCE PARTICIPATION (THREE - MINUTE LIMIT): None. SCHEDULED MATTERS: • Confirmation of Appointments: Laurel Ambulance Service: Mayor Olson appointed Kevin Davis to the Laurel Ambulance Service. Motion by Council Member Poehls to approve the Mayor's appointment of Kevin Davis to the Laurel Ambulance Service, seconded by Council Member Dickerson. Mayor Olson asked Ambulance Director Jan Faught to introduce the members. Jan introduced Kevin Davis, who was a college student in Missoula but recently moved back to Billings. Kevin took an EMT class in Missoula and hopes to go to PA school, where he will need to do a couple thousand hours of patient assessment. Jan introduced Samantha Maxwell, who was appointed a couple months ago but had not been able to attend a council meeting yet. Samantha is a paramedic and lives in Billings. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5 -0. • Resolution No. R13-26: A resolution accepting the Administrative Consent Order issued by the Montana Department of Environmental Quality to address violations of the Water Quality Act at the City of Laurel Wastewater Treatment Plant. Motion by Council Member Eaton to approve Resolution No. R13 -26, seconded by Council Member Poehls. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5 -0. ITEMS REMOVED FROM THE CONSENT AGENDA: None. COMMUNITY ANNOUNCEMENTS (ONE - MINUTE LIMIT): None. COUNCIL DISCUSSION: Council Member Poehls stated that next Monday is Memorial Day, so there will not be an Emergency Services Committee meeting. He has not received any information regarding the dog ordinance from the city attorney yet, but will decide if there should be a meeting on Monday, June 3 There is another issue for the committee to discuss. Mayor Olson stated that the city attorney indicated a target date of June 11 `" for the draft of the dog ordinance. Council Member Mountsier commented that Officer Joel Sauter has helped with the congestion problems by the sports complex. There is still a problem there and he thinks it will be necessary to tow vehicles, but the officers are starting to write more tickets. Mayor Olson stated that the reputation of what is going to happen will become apparent and the people who are visiting must recognize that there are rules and regulations in the city's ordinances. Council Member Eaton spoke regarding a company that produces history books for cities. She stated that the books are nice, but the company is in it for the profit. Someone locally has just 2 Council Minutes of May 21, 2013 produced the 2011 edition of Laurel's history book. The books are for sale and would benefit the Laurel Historic Preservation Society that is working to start a museum, as envisioned by Gay Easton. Chuck Rodgers, former council member and mayor, is mentioned in the book, as well as former council member Dick Fritzler. Council Member Eaton has books for sale right now, and the books will be on sale in town soon. Mayor Olson thanked Council Member Eaton for her continued effort in trying to start a museum. He thinks that an independent museum for the City of Laurel would be greatly received. Council Member Poehls stated thanks to CHS for their contribution to the Police Department for the additional patrolling on the south side during the refinery's turnaround. Even though there is still a lot of traffic, the drivers do not seem to be quite as belligerent since drivers are being pulled over on Railroad Street every day. UNSCHEDULED MATTERS: None. ADJOURNMENT: Motion by Council Member Mountsier to adjourn the council meeting, seconded by Council Member Dickerson. There was no public comment or council discussion. A vote was taken on the motion. All five council members present voted aye. Motion carried 5 -0.
