Park Board Minutes

In attendance were Chuck Dickerson, LuAnn Engh, Mark Mace, Gretchen Paulson,
Jennifer Ries from the Outlook Newspaper
Sue Carter from Tree Board
Called to order at 5:30pm.
1. Public comment: Sue Carter attended regarding the master plan. She said the Park Board must have a
plan before we can get it on the ballot in the fall. By having the plan, it will help us to support the Parks
Special Improvement District fees.
2. We met to have a special discussion on the Master Parks Plan as presented at the April 4
meeting by Mark Mace. Peaks to Plains Design submitted several options with bids /costs for services to
support our request for obtaining a Parks Master Plan. While we agreed Method #3 from the Peaks to
Plains Design paperwork is the most expensive at over $20,000, we also agreed it may be the most
useful of all the options listed.
This sort of planning is necessary before we can put it on a ballot requesting the Laurel citizens
to pass a Park Special Improvement District. This improvement district is necessary to make
improvements to our existing parks as well as develop the parks that are donated to the city in the
future.
It was questioned whether there is $20,000 in the city budget to cover a park development
project survey and Mark Mace confirmed these funds were available.
Action items: LuAnn will call Jolene at Peaks to Plains and ask for references and find out what other
cities have worked with Peaks to Plains for this sort of project. LuAnn will also call the election
officials to find a timeline for getting items on the fall ballot.
We are waiting for Kurt Markegard to get another bid before we can recommend to City Council
to purchase services from Peaks to Plains. We want to verify the cost of services is comparable to other
companies in the industry.
Chuck recommends we ask Jolene from Peaks to Plains to join us and attend a special meeting
of the Park Board the week of April 22 or 29th. Seconded by LuAnn. LuAnn will discuss with Jolene
when she calls the office per the action item above.
3. Other item briefly discussed: Sue Carter from the Tree Board attended and wanted to mention the
Fireman's Park progress. The plan for the park is a cross within circle of concrete with 2 trees on either
side of concrete circle. It was supposed to be started by May 1st for Arbor Day tree planting.
Next Park Board meeting is scheduled for Monday, April 29th at 5:30pm in the Council
Chambers in City Hall. Jolene Rieck, Peaks to Plains Design will be attending to discuss Park
Master Plan Proposal. The Public is invited to attend.
The Park Board Meeting adjourned at 6:11pm.
