The Emergency Services Committee meeting was called to order at 6:00pm on Monday, October
27, 2025 by Vice Chair Jodi Mackay
Members Present: Jodi Mackay- Vice Chair, Iry Wilke, Richard Klose

1. Approval of the Minutes from Sept 22, 2025 —No quorum so minutes could not be ap-
proved
2. Update from Emergency Departments
LPD Chief Anglin—report attached
927 calls since 9/22/25 — 10/27/25 —slightly down for this reporting
period. YTD calls are at 8281 which is up 210.
Sgt. Swan attending Leadership and Accountability Training
Sgt. Booth and Chief Anglin attending MT Crime Prevention Conf
OR. Mayo and Ofc. Baumgartner attending Firearms Instructor Training—
bring total of firearms instructors to 4 in dept
LPD moved to next step in grant process for new Toughbooks—hoping
for good news regarding funding
Officers will be measured for new vests through Shield 616 with arrival
scheduled for end of December—early January
FD Chief Hopper—report attached
56 calls since 9/22/25 — 10/27/2025 equaling 869 total hours
Several trainings on the schedule, including joint training with CHS. CHS
covers the cost. DNRC trainings beginning in CA shortly
Eagle Wings donated teddy bears to emergency services to help comfort
kids in emergency situations
New equipment ordered or in process. Lockers on their way
FD still interested in selling fire truck to help support new ambulance
purchase. Waiting on answers from Kurt and Kelly

112 calls for reporting period. Missed 2 due to being on another call.
Full time paramedic resigned but still going to volunteer. New member to
be approved by council on 10/28/25
Partnered with LPD to present Stop the Bleed training to 110 school staff
Spook-Ghetti event on 10/25/25 raised around $11,000 for new
ambulance. Ambulance went out to bid. Should be presented at next
workshop, 11/4/25 with a vote on 11/11/25.

CM Klose mentioned he'd attended an event at the Red Lodge cemetery and noted they
were able to do a mill levy that included all those in the school district instead of just the city
limits. He wondered about the ability to do a similar safety levy in Laurel that would spread the
expense across more tax payers. Chief Anglin noted this would work for Fire and Ambulance, as
they can provide services out of the city limits, but PD is not able to do that.

Emergency Services Report October 27, 2025
Reporting Period Summary:
During this reporting period, the FAP has had a total of 927 calls for service.
For comparison, during the same period in 2024, there were 1,063 calls for service,
representing a reduction of 136 calls year over year.
During the reporting period, a total of 106 crimes were reported. Of these cases, 45
resulted in charges being filed, 25 cases resulted in no charges being filed, 3 warrant
requests were submitted, and 6 arrests were made. The remaining cases are still under
investigation.
Year-to-Date Summary:
As of October 27, 2025, emergency services have responded to 8,281 calls for service, an
increase from 8,071 calls during the same timeframe in 2024, a rise of 210 calls year-to-
date
Training and Equipment Update:
Sergeant Swan is currently attending Leadership and Accountability for First Line
Supervisors.
Sergeant Booth and Chief Anglin will be attending the Montana Crime Prevention
Conference from Tuesday through Thursday.
Officer Mayo and Officer Baumgartner are scheduled to attend Firearms Instructor Training
in Billings during the first part of November.
Sergeant Booth and Chief Anglin also received notice that the Homeland Security Grant
application for new Panasonic Toughbooks has been approved for the next step in the review
process.
Additionally, all forms and measurements for the new patrol vests have been submitted, and
the vests are expected to arrive by Christmas or the first part of January.
The Laurel Police Department appreciates the continued support of city leadership and the
community as we work to ensure the safety and well-being of Laurel's residents.
